Description
Department of Veterans Affairs Denver Acquisition and Logistics Center Sources Sought Synopsis Project: OMB Circular A-123 Acquisition Assessment Services Background: The Denver Acquisition and Logistics Center is conducting market research and seeking information from all interested vendors regarding performing OMB Circular A-123 Acquisition Assessment Services. The Department of Veterans Affairs (VA) requires acquisition assessment services to complete the requirements of Office of Management and Budget (OMB) Circular A-123, Management's Responsibility for Internal Control http://www.whitehouse.gov/omb/circulars/a123/a123_rev.html. On May 21, 2008, the Office of Federal Procurement Policy (OFPP) issued a memorandum with guidelines for conducting entity level internal control reviews of the acquisition function as required by OMB Circular A-123. Using tools similar to those for financial reporting, OFPP developed "Guidelines for Assessing the Acquisition Function", http://www.whitehouse.gov/sites/default/files/omb/assets/omb/procurement/memo/a123_guidelines.pdf, to provide the framework for standardizing the evaluation and reporting of entity level internal control reviews of the acquisition function. This framework consists of four interrelated "cornerstones": (1) organizational alignment and leadership, (2) policies and processes, (3) human capital and (4) information management and stewardship. Each of these cornerstones directly influences the extent to which the acquisition function is efficient, effective, and accountable to the taxpayer. VA requires the assessments at various VA locations across the continental United States. Information Requested: The Government is requesting that all interested vendors provide information regarding their experience and capability to perform these types of services. The VA may utilize the responses to this Sources Sought to conduct additional market research. It is possible that the VA may invite respondents to attend an in-person question and answer meeting with VA officials. The information gathered will be used to more fully develop a requirement that would be properly completed. Information obtained from this RFI and the subsequent meetings with the vendors, if any, may be utilized to assist the VA in developing a formal Request for Proposal (RFP) or Request for Quote (RFQ). Vendors should also provide supporting documentation that describes past projects that are similar in scope. Specific Questions to be Addressed: All questions listed below must be answered completely. 1.What is your organization's experience in performing acquisition assessment services? It is especially important to include experience in assessing the federal agency acquisition functions under OMB Circular A-123. Describe the scope of services and the agency(ies) for which these services were performed. Included names and telephone numbers of agency representatives with knowledge of the contract. 2.What is the socio-economic category of your company? 3.Does your company have a GSA schedule contract that includes assessment services? Responses: Responses should be single-spaced, 12 point-font, with numbered pages and should not exceed 20 pages in length, including cover page, appendices, tables and figures. Electronic submissions shall be in either Microsoft Word or Adobe PDF format. Dates: Responses must be submitted to the Department of Veterans Affairs, Denver Acquisition and Logistics Center, on or before 12PM (noon) Mountain Time on January 24, 2014. Vendors shall identify any proprietary information in their responses. Proprietary materials will neither be distributed to nor discussed with any other vendor. The use of information submitted to the Government as a result of this RFI will be at the discretion of the Government. The information obtained from responses to this RFI will remain confidential insofar as permitted by law, including the Freedom of Information and Privacy Acts. The Government is not obligated to provide comments to vendor submissions. The Government will not pay for information solicited and will not recognize or reimburse any costs associated with any RFI submission. Therefore, the Government recommends vendors submit electronic versions of, or web links to, previously prepared presentations, documentation, white papers, and other relevant information. Disclaimer: Responses are not offers and cannot be accepted by VA to form a binding contract. VA does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for information solicited. The term "vendor" refers to those members of industry providing a response to this Sources Sought.
