Description
AFATS Software/Hardware Upgrade DRAFT PWS Dec-13 Wage Determination Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event that the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. This solicitation will be issued as a Request for Quote (RFQ), for a firm fixed type contract. The solicitation document and incorporated provisions and clauses will be those in effect through Federal Acquisitions Circular 20 05-72. The Government intends to utilize FAR Part 12 for Commercial Acquisitions. All responsible sources may submit a quotation in response to this solicitation, which shall be considered. A contract may be awarded resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government. The Air Force Sustainment Center (AFSC/PZIMB) at Tinker Air Force Base, Oklahoma, intends to award one firm fixed price contract for the acquisition of item(s) listed below. All responsible sources may submit a quotation which shall be considered by the agency. The Government intends to select one contractor; however, the Government reserves the right to award no contract at all, depending on the quality of the proposals/quotes, prices submitted, and the availability of funds. Upgrade of two (2) Advance Fuel Accessory Test System (AFATS) stands, allowing the Air Force (AF) to provide continued support for the functional testing of fuel accessories. These end items are components of the fuel regulation systems on various airframes and engines. Testing of these end items is conducted solely at Tinker Air Force Base (TAFB) on AFATS stands, located in B3902. This project shall employ commercial off the shelf (COTS) components to upgrade obsolete hardware and software, specifically the Virtual Address eXtension (VAX) computer system, its associated modules and proprietary Ada/Bendix software. These computer systems have reached the end of their useful life and can only be supported via purchase of used components. Installing and using COTS hardware and software will increase support and reduce costs due to a much larger supplier base for parts. Performance Requirements: Upgraded test stands will remain capable of performing exactly the same tasks/testing as originally designed and will have hardware/software configurations that match existing upgraded AFATS test stands. The upgraded configuration shall comply with the requirements of the current version of 1TL32-6755-1 and 1TL32-6755-4 including all appendices. This includes, but is not limited to, the installation and configuration of Program Logic Controls (PLC) and cabinets, Wonderware installation and configuration, installation of human machine interface (HMI) touch screens and embedded computer systems. Upon completion of the upgrade, the test screens on each test stand shall be configured by the Contractor to test the fuel accessories specified in the Performance of Work Statement (PWS). Once the test screens have been configured, the Contractor shall perform correlation testing as specified in the PWS to verify correlation between existing test stands and the upgraded test stands. Technical Evaluation Criteria: The Contractor shall have three (3) years of experience integrating systems using Wonderware Intouch or equivalent software. The Contractor shall have three (3) years of experience integrating control systems using Siemens Step 7. The Contractor shall have on staff at least one registered professional engineer on staff whose area of expertise is electrical engineering. This engineer shall have at least five (5) years of experience in electrical design within Class 1 Division 2 Group D as defined in NFPA 70 Article 500. The contractor shall have three (3) years of experience overseeing fuel accessory testing and test requirements of overhauled components.
