- The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for a construction project to Repair Roof, Barnes Building, Boston, MA. This announcement is to determine the interest, availability and capability of HUBZone, Service-Disabled Veteran-Owned, Economically Disadvantaged Women-Owned Small Business and Small Business concerns as described below. The NAICS code for this procurement is 238160. The project is planned to be issued on or about March 2014. The construction will occur in the fall of 2014 and is expected to take two or three months. The estimated construction cost is between $100,000 and $500,000.00. The work of this project involves replacing two sections of the membrane roof and substrate, and placing ballast on predetermined areas of the roof to hold the existing roof in place. The roof is approximately 58,000 square feet in size, with several penetrations and joints. The Barnes Building is a ten-story building located on a busy Boston street. The logistics are a consideration for this project. The repair of the roof is made more complicated due to the building location within the city. Traffic control will be necessary, with the possibility of shutdown of the street. The building has limited access for large equipment on multiple sides of the building. The building is adjacent with another large high-rise building which is separated by a narrow alley. The building and adjacent parking lots will be occupied during the construction contract. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications and experience in performing the work components stated above. Firms must submit past demonstrated experience with repairing membrane roofs, working in congested areas and large cities, providing traffic control, working in complex logistical situations, as well as successfully working on high rise buildings with cranes and/or exterior elevator/lift systems. Subcontractors may be used to demonstrate this past experience. This experience must have been performed within the last five years. Responses are due by February 5, 2014. Responses should be addressed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, ATTN: Douglas R Raney. Responses are limited to twenty pages. Firms interested shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
