Description
This market survey is for information and planning purposes only, does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the U. S. Government. The Government implies not intention or opportunity to acquire funding to support current or future development efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. Respondents will not be notified of the results of this survey or results of information submitted. Email your questions to: Scott Germain, scott.m.germain.civ@mail.mil This solicitation is being issued as a Request for Information (RFI). The following commercial item is requested in this solicitation; Brand Name or Equal to: 3M Peltor COMTAC 4 Hybrid Communications Kit: P/N 88404-00000, NSN: 5895-01-624-0387. Each Kit shall contain: Headset with Boom Microphone and Gel Ear Cushions in a carrying bag with, Push to talk adapter(s), Batteries, 2 Oblong ZORBIUM ZAP Helmet Pads, and Quick Reference Guide. The Headset must be a quote mark hybrid quote mark style Tactical Communications and Protection System style headset. Hearing protection must be quote mark in-the-ear quote mark The ear-buds must be detachable and replaceable Headset must have a headband. Headset electronics must be contained in the headset, not in the push-to-talk. Must have a 150 ohm Noise Cancelling, dynamic boom mic. Boom mic must be able to be mounted on either the left or right hand side by the operator The Headset must have a two down leads from the headset with 2 U/174 plug(s). The Headset shall include an integral cable/connector assembly or assembly pair 22 quote mark in length 2 U/94A Push-to-talk adapters The Push to Talk Adapter will have a 6 pin MIL C 55166 connector. Headset must be able to operate with 2 of the following communication assets simultaneously: An/PRC-148, PRC-117G, 148JEM, 152, 117,119, PSC 5, AN/VIC-3. Headset must be able to plug direct into SOCOM Aviation Assets ICS systems without the need for separate dongle or adapter The Headset shall provide adequate ambient audio feedback to the user to maintain awareness of his/her surroundings despite the natural passive attenuation provided by the ear buds. Response of this function shall be such that impulse noise is adequately attenuated. The situational awareness function of the Headset shall be self powered and independent of the external communications function. If a battery source is used, a low battery condition warning must be provided to the user. The talk through function shall have a volume control. The Battery Life must exceed 200 Hours 2 (AAA) batteries must be used Batteries must be located in the Headset. Batteries located in the Push-to-talk are not accepted Headset must be to operate after salt water submersion: 3ft, 30 min Headset will meet environmental standards according to MIL-STD 810F Headset must be able to operate without external power. Headset must have quote mark fail safe quote mark feature - If no power is present, the headset will be able to receive/transmit over external communication asset. A Volume Boost mode shall be provided and activated on demand for high noise ambient situations in which the user has installed ear plugs in conjunction with the use of the Headset. The Headset shall provide RF shielding and filtering, which will allow the Headset to be used adjacent to a radio's antenna under normal conditions without interference. Headset radiated emissions shall be shown to be below limits by test IAW MIL STD 461F, RE101 & RE102 4; and MIL STD 462D. Headset shall show minimal degradation of performance when subjected to radiated susceptibility test fields IAW MIL STD 461F, RS 103; and MIL STD 462D The Headset must have a National Voluntary Laboratory Accreditation Program (NVLAP )Approved Noise Reduction Rating (NRR) The Headset must have a minimum 26db NRR demonstrated through test ANSI S3.19 1974 A Coyote Brown draw string carrying bag shall be provided as part of the Headset kit and as an available accessory. The origin determination(s) below are based on the criteria set forth in FAR Part 25, 52.225 and DFARS Part 225, 252.225, All Berry Covered items are US sourced, certified as Berry Compliant and added to the item in the United States carry bag, hook and loop, damping foam The proper fit of the headset to individual users shall not require any special modification or medical fit procedure. The PTT Adapter shall provide some means of attachment to a users' uniform or equipment to prevent interference with a soldier's normal movement. The PTT switch shall be physically shielded by the construction of the PTT adapter such that inadvertent contact with the adapter does not cause unintended keying of the attached radio. The user controls on the headset shall require only one hand for normal operation, and may be operated with the left or right hand The Headsets shall be compatible with the Army Combat Helmet and the Modular Integrated Communications Helmet and OpsCore FAST Standard and Maritime Helmets Offerors should provide the best possible sound localization, impulse attenuation, face to face speech intelligibility, over the radio speech intelligibility and EMI performance while maintaining an operationally effective solution.
