Description
SOURCES SOUGHT for NECC and NEPO Energy Study Support The applicable North American Classification System (NAICS) code is 541330 with a business size of $14M. This SOURCES SOUGHT notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. This is NOT a solicitation for proposals, proposal abstracts, or quotations. No solicitation exists at this time. The Naval Facilities Engineering Expeditionary Warfare Center (NAVFAC EXWC) is conducting a market survey to help determine the availability and technical capability of qualified small business firms only. PURPOSE OF NOTICE: The purpose of this notice is to obtain information regarding the availability and capability of qualified small businesses that are capable of executing this potential contract as a prime contractor. Please identify your federally designated small business category or categories. The Government is not obligated and will not pay for any information received from potential sources as a result of this notice. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. REQUIREMENTS: The purpose of this Indefinite Delivery/Indefinite Quantity (IDIQ) contract is to provide the Navy Expeditionary Combat Command (NECC) and NAVFAC Expeditionary Program Office (NEPO) an "as needed" mechanism to obtain required services including, but not limited to performing investigation, test and evaluation, iterative analysis and synthesis, requirements analysis, product research and analysis, cost versus benefit and life cycle costs analysis, engineering, developing drawings, and acquisition documentation. It is anticipated that the strategy developed from the information collected from this Sources Sought will result in an Indefinite Delivery/Indefinite Quantity (IDIQ) Single Award Task Order contract. TASKS: The Contractor shall provide labor services, travel, and materials to accomplish the following requirements: 1) Create and/or conduct energy study briefings and prepare status reports. 2) Identify process improvements and energy gaps. 3) Facilitate project review meetings, provide test and evaluation services, and provide technical support that document the system performance results of assessments. 4) Investigate, recommend, and assist with the implementation of non-material energy reduction solutions. 5) Provide field test and evaluation services, monitor system testing, perform data collection, provide analytical support during testing, install equipment, collect data, analyze test results develop, and maintain test data collection and reporting. 6) Provide system performance reports, draft Capability Production Documents (CPD's), provide marked up or redlined revised expeditionary facility design drawings in AutoCad, and prepare a post trip report. RESPONSE DEADLINE: Interested small business firms responding to this Sources Sought notice must submit a capability package and must adhere to the following requirements: a. Provide a capability statement demonstrating relevant experience, skills, and ability to fulfill the Government's requirements for the above. The Capability Statement should contain enough sufficient detail for the Government to an informed decision regarding the capabilities; however, the capability statement should not exceed 10 pages. b. The capability statement must identify the responder's business type and size. c. The capability statement must provide the Company's name and address, Point of Contact, Phone/Fax/E-Mail and NAICS Code(s). d. All capability statements must be submitted electronically no later than 4:00 p.m. eastern standard time on January 30, 2014 to Roxan Boado at roxan.boado@navy.mil with "N39430-14-R-1413, NECC and NEPO Energy Study Support Sources Sought" in the subject line of the email. Electronic responses are acceptable if prepared in Microsoft (MS) 2007 compatible format. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any firms responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the firm's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the response received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. CONFIDENTIALITY. No proprietary, classified, confidential, or sensitive information should be included in your response. Travel to Gulfport, MS; Fort Hunter Liggett, CA; Washington DC; Port Hueneme, CA; and Virginia Beach, VA to support exercises and meetings may also be expected.
