Description
The Regional Contracting Department, Fleet Logistics Center (FLC), Pearl Harbor, Hawaii intends to award a sole source, unrestricted Firm-Fixed Price (FFP) contract to Northrop Grumman Systems Corporation (Power/Control Systems business unit) for two (2) days of troubleshooting of one (1) Armature Chopper Module (ACM) #20 [Part # 1296H32G01] High Current Fault Light in the Emergency Propulsion / Turning Gear (EP/TG) Motor. The proposed contract action is for commercial supplies/services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This notice of intent is not a request for competitive quotes. However, the Government will consider all quotes received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamline Procedures for Evaluation and Solicitation for Commercial Items and FAR Part 13 Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The Request for Quotation (RFQ) number is N00604-14-T-3026. All prospective offerors are responsible for monitoring these sites for the release of amendments (if any) or other information pertaining to this solicitation. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-72 and DFARS Change Notice 20131231. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The applicable NAICS Code is 541380 and the small business size standard is $14.0 million. Offerors must have an active registration in System for Award Management (SAM) (www.sam.gov) to be eligible for award. The period of performance is January 28 31, 2014. Place of performance is Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF), JBPHH, HI 96860. Responsibility and inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. Prospective contractors shall provide pricing based on the Contract Line Item Number (CLIN) schedule below. [CLIN 0001]: Two-Day troubleshoot of one (1) Armature Chopper Module (ACM) #20 [Part # 1296H32G01] High Current Fault Light in the Emergency Propulsion / Turning Gear (EP/TG) Motor. Performance shall be in accordance with Performance Work (PWS). [CLIN 0002]: Travel Charges. Firm-Fixed Price Not-to-Exceed amount for travel to and from PHNSY & IMF. All travel shall be in accordance with Federal Acquisition Regulations and Joint Travel Regulations. Payment for airfare, car rental and lodging will be made based on actual charges.
