- This RFI is hereby modified to provide a revised PWS which reduces the total number of users and con-current users. RFI question #6 has been updated to reflect the change in requirements. Consistent with the requirements contained with the attached Performance Work Statement and all attachments therein, provide responses based on your solutions CURRENT abilities. Provide a yes/no response to every question provided below as to your solutions current ability to perform. If no, then provide the time (in weeks) your firm would require to fully deploy the capability in production (including any hiring, training, development, testing, etc.). 1)Does your solution have the web graphical user interface and an integration solution that currently collects servicing data from VA Guaranteed mortgage servicers on all of the 2+ million VA Guaranteed Loans? 2)Can your solution currently store and regularly update 2 million active loan records and another 2 million inactive loan records, including all available historical data found, for both active and inactive loan records, in the current VALERI solution? 3)Does your solution currently have a MS SharePoint site or similar technology accessible by VA where it shall store all applicable deliverables associated with this PWS? 4)Does your solution provide authorized industry and VA personnel with real time, 24/7/365, secured internet, and direct connection access to all production data and records? 5)Does your solution currently have a record of being available 99.9% of the time, or greater? 6)Can your solution currently support more than 10,000 3,500 users across nearly 400 different servicing companies, and 51,000 con-current users? 7)Does your current solution provide data processing that involves updating and maintaining the oversight of a loan from origination until the loan is paid-in-full or terminated? 8)Does your current solution automate and integrate the critical processes that involve loan servicing, pre-approvals, loss mitigation, foreclosure, claims, appeals, and post audit? 9)Does your solution currently, and in accordance with customer established standards, identify policy infractions, suspicious loss mitigation workouts, substantial equity, accept entries of automated and manual decisions related to loss mitigation recommendations, Bills of Collection (BOCs), incentive payments, acquisition payments and claim payments; and process pre-approvals, appeals and post-audits? 10)Does your current solution receive loan data from mortgage servicers on a daily basis on loans and compare it to previously submitted data to determine if any changes were made to the data and generate appropriate loan events based on the customer specific business rules? 11)Does your current solution ingest mortgage servicer data and manipulate it to create loan events and workflow to be performed by the customer, itemized in employee level work queues, which are tracked thru completion within a customer specified timeframe? 12)Does your solution currently allow mortgage servicers to login and manually upload or enter loan data into the solution for an individual event on individual loans or upload multiple events on multiple loans at once? 13)Does your solution currently have the option of inputting and processing a claim, supplemental claim, or claims for refunded loans either manually or thru existing interfaces with mortgage servicers to submit automated claims for loans terminated through foreclosure, deed-in-lieu (DIL) of foreclosure, and compromise sales? 14)Does your solution currently process mortgage servicer appeals, including but not limited to on unpaid and paid incentives, claims, claim line items, post audits, acquisitions, regulatory infractions, BOCs, late acquisitions and late claims? 15)Does your solution currently provide an audit capability, specific to customer standards, which enable the customer to monitor servicer performance and adherence to their policies and regulations, and validate payments? 16)Does your solution interface with the servicing community and all mortgage servicers (e.g., Servicer Proprietary Systems, Servicer Licensed Mortgage Servicing Systems, Mortgage Servicing Bureaus,) to support automatic detection of regulation-required events from servicer-provided data that is submitted daily? 17)Does your solution currently support the 200+ VA specified fields to be provided by the servicing community in daily extracts (See Attachment B - Servicing System Interface Document Version 10 Final, dated Nov 17, 2008)? 18)Does your solution currently collect and exchange data with customer specified systems? 19)Does your solution currently generate canned reports, to provide your customer with analysis/information on all dimensions of home loans, including loan servicing, loss mitigation, oversight, and remittance functions? 20)Does your solution currently provide ad-hoc report capability, which allows the customers to choose any of the data elements reported or generated by your solution, for inclusion on a report to be generated in real time? 21)Does your solution currently contain a tier ranking model that supports VA criteria for the tier-ranking of all servicers of VA guaranteed home loans and analysis of the VA portfolio? 22)Does your solution currently compare VA portfolio statistics to other Federal home loan programs, [i.e., Fannie Mae (FNMA), Federal Home Loan Mortgage Corporation (FHLMC), etc.] portfolio statistics? 23)Does your solution currently provide the reporting of aggregate month-end mortgage servicing data and metrics?
