Description
Pre-Solicitation Notice for SOL-DC-14-00004 Particulars: The U.S. Environmental Protection Agency, Office of Air and Radiation, Office of Atmospheric Programs, Clean Air Markets Division (CAMD), intends to conduct a competitive Federal Acquisition Regulation Part 15 procurement under solicitation number SOL-DC-14-00004, Mission Support for Clean Air Markets and Related Environmental Programs. This procurement will be a full and open multiple award cost-plus-fixed fee effort. Awards will be made to both large and small businesses whose proposals are determined to offer the best value to the Government. Offerors can respond to each task area, but are not required to do so. Large businesses will be required to submit proposals to 5 of the task areas at a minimum. Small businesses will be required to submit proposals to 3 of the task areas at a minimum. Large businesses must submit proposals to task areas C, D, G, either task area A or B, and either task area E or F. Small businesses must submit proposals that include task area A or B or G and two other tasks. The NAICS Code for Environmental Consulting Services is 541620 and the current size standard is $7.0 million. The Government contemplates awarding cost plus fixed fee contracts as a result of this solicitation to up to two large businesses and up to two small businesses. The anticipated period of performance will be a one-year base period with four one-year option periods. The anticipated solicitation issue date is on or about January 30, 2014 with a solicitation closing date on or about March 1, 2014. Please do not contact the contracting office prior to the projected issue date. The solicitation will identify the deadline for submission of any questions pertaining to the solicitation requirements; any questions submitted after that deadline may or may not be responded to at the option of the Government. All responses to questions, clarifications, and/or comments deemed necessary by the Contracting Officer will be promulgated via amendment(s) to the solicitation. Offeror s are advised to monitor the EPA Website and the Federal Business Opportunities Website for issuance of the solicitation and to download any amendments issued during the solicitation period. No paper copies will be furnished. Please note, on September 3, 2013 a Sources Sought/Request for Information notice was posted on the Federal Business Opportunities Website ( www.fbo.gov ). Background: CAMD is responsible for developing, implementing, and assessing 5 major programs within the Office of Air and Radiation. These programs include the annual NOx (nitrogen oxides), seasonal NOx, and annual SO2(sulfur dioxide) under the Clean Air Interstate Rule (CAIR) for multi-state control of transported ozone (O3) and fine particle (PM2.5) pollution and the national Acid Rain SO2 and NOx emissions reduction programs. These programs help implement the National Ambient Air Quality Standards (NAAQS) and reduce acid deposition, toxics deposition, and regional haze. CAMD also provides regulatory and modeling support to other EPA offices for programs that affect power generation, electricity demand, structure and operation of the U.S. electric utility industry, and major source emission reduction programs. This particular procurement will help to provide technical, analytical, data systems/information technology (IT) and communications support primarily to CAMD, but may extend to related programs and offices in EPA.
