Description
Sources Sought Full Document. 1.0 Description The U.S. Department of Transportation (U.S. DOT), Research and Innovative Technology Administration, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, issues this Sources Sought to assist the Government in its acquisition strategy. This synopsis does not constitute a Request for Proposal. The Volpe Center is seeking potential offerors that are capable of supporting geotechnical site exploration efforts at a remote site in Alaska using conventional SPT/ Rock coring techniques as well as sub-bottom profiling technology. 2.0 Background The Volpe National Transportation Systems Center in Cambridge Massachusetts is supporting the FAA in the design and construction of a new pier at Biorka Island in Sitka Alaska. The Federal Aviation Administration (FAA) owns and maintains a dock that provides boat access to Biorka Island. Biorka Island is located approximately 15 miles across the inlet from Sitka, AK. The FAA navigational aids located on Biorka Island are critical in supporting the main north-south air route to Alaska (and international flights) from the OEP airport at Seattle. In addition to supporting major air routes to Alaska from Seattle the Next Generation Weather Radar (NEXRAD) system for south east Alaska is located on Biorka which provides weather data to the flight service station (FSS) located in Juneau Alaska. Regular and repetitive heavy surging seas along with constant use have destroyed the face of the existing floating marine dock. Cleats have been broken by heavy surges and the present dock is difficult to tie a vessel to. Boats have also broken their mooring, causing damage to the boat. 3.0 Scope The Volpe Center plans to support the FAA with the replacement of the existing dock with a new one that better meets the operational and safety requirements of the FAA on Biorka Island. The replacement requires both a sub-bottom profiling survey and a conventional geotechnical survey. See attachment for details.
