Description
This is a Sources Sought only. The Department of Veterans Affairs (VA) is performing market research to determine what vendors are interested and capable of providing telephone counseling services for Veterans for a project entitled, "Recreation, Education, and Socialization for Older Learning Veterans (RESOLV). This requirement will result in a Firm-Fixed Price (FFP) contract. The socio-economic status of qualified responders will determine the type of set-aside. Summary of Work: 1.Description of Services: The program proposed is collaboration between VA Palo Alto Health Care System Geriatric Research Education and Clinical Center (VAPAHCS GRECC) and a Vendor that will be able to provide social and recreational activities, such as friendly conversation, educational classes and support groups conducted via telephone to socially isolated seniors. Services to be performed under this project will address barriers associated with socialization and loneliness of older Veterans by helping older rural Veterans engage in recreational activities through a telephone-based socialization program. The VAPAHCS GRECC will provide names and phone numbers of Veterans and their Caregivers to the Vendor to facilitate Veterans' participation in the socialization programs and ensure successful implementation of the RESOLV project. 1.1 The specific services to be performed by the contractor are providing innovative solutions to the barriers of accessing quality socialization services and reduce Veterans' risk for depression, functional decline, and suicide. Contracted services must offer activities and provide support to groups of older Veterans who are homebound and/or to others who have difficulty accessing community senior centers. The overall goal of RESOLV is to develop new educational, recreational, and/or socialization group-based activities for older Veterans. The project does not aim to create a new VA program but will provide the infrastructure necessary to support development of socialization activities that will be taken over by the contractor and then offered at no cost to older Veterans. In order to develop the new activities, the RESOLV project will collaborate with the contractor to develop program procedures including testing referral processes, recruitment of older Veterans, and consultation on designing Veteran-specific activities. 1.2 Contractor personnel must have expert knowledge and the ability to successfully implement methods and approaches in conducting community-based outreach to rural, lower-literacy populations because development of tailored services will largely involve stakeholder opinions. The contractor will provide demonstrated expertise, with a minimum of 5 years, in providing socialization activities services using virtual/telephone/remote or similar modalities specific to the needs of older Veterans in rural communities. There is no solicitation document as this time. The proposed NAICS is 624190 with Small Business size of $10 million.
