- The Federal Highway Administration (FHWA) intends to award a sole source purchase order to the International Slurry Surfacing Association (ISSA) to develop two Web Based Training courses. These courses will focus on proper construction techniques and processes to help contractors help build and preserve better and longer lasting highways. The areas of construction that ISSA will focus on is the design and construction of slurry/micro surfacing, spreader box equipment, and crack sealing/filling on pavements and bridges. The ISSA is the recognized national and international experts in the construction and use of spreader boxes used to lay down slurry seal and micro surfacing systems. They also represent and have subject matter experts on crack sealing/joint filling. They have world renowned manufactures of the equipment for spreader boxes as well as joint/crack filing. The ISSA is a nonprofit association that is dedicated to providing the technical skills, design details and education for how to properly use equipment and technology to construct slurry seal, micro surfacing technology and chip/crack sealing treatment technology. The ISSA is recognized by the FHWA, and the State and Local Transportation Agencies as the known only entity that has the technical details in asphalt slurry/micro surfacing technology and construction. Additionally, they are the only group, consultant or association that has this specialized technical information on the manufacturing, operation, maintenance, calibration, and proper construction process of the technology that the FHWA needs in order to design. The proposed action is for equipment which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. All responsible sources may submit a response identifying their interest and capability to respond to this requirement. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a Simplified Acquisition and the total estimated value is not to exceed $147,000; the anticipated award date is in February, 2014.
