- This is a special notice to announce a Draft Request for Proposal (DRFP) for commercial or non-commercial wipe technologies which are capable of meeting the requirements described in the DRFP. This is not a Request for Quotation (RFQ), Request for Proposal (RFP) or an Invitation for Bid (IFB). A DRFP is not a formal solicitation tool, rather it is used to gather comments and suggestions from potential offerors prior to the release of a final solicitation, if any. This notice is not a guarantee that a final solicitation will be issued, nor does it commit the Government to release a final solicitation at any time. Any responses to this notice are not considered as offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information presented or the use of any such information. The Product Manager for the Decontamination Family of Systems (DFoS) under the Joint Project Manager for Protection (JPM P) has a requirement for a Joint Service Equipment Wipe (JSEW), which may either be a commercial or non-commercial wipe technology, that will provide immediate/operational decontamination capabilities for sensitive and non-sensitive equipment in hostile and non-hostile environments that have been exposed to chemical agents/contamination. The JSEW will be capable of producing a quantifiable reduction in gross chemical contamination while maintaining the functionality of equipment. This capability will significantly enhance how the Warfighter executes immediate, operational, thorough, and clearance decontamination for chemical agents. JSEW addresses known issues with current decontaminants, which are corrosive and damaging to optics and electronics, by allowing the Warfighter to effectively maintain operational effectiveness of contaminated sensitive and non-sensitive equipment. The DRFP will be posted to the Army Single Face to Industry (ASFI) website, at https://acquisition.army.mil/asfi and will also available through the Federal Business Opportunities (FedBizOpps) website https://www.fbo.gov/ under the controlling document number W911QY-14-R-0002. Questions and comments regarding this DRFP shall be sent in writing via e-mail to the Contract Specialist, Jean Greenwood, at jean.t.greenwood.civ@mail.mil and submitted not later than 14 February, 2014. Questions received in response to this DRFP will be posted to the Army Single Face to Industry (ASFI) website, at https://acquisition.army.mil/asfi and will also available through the Federal Business Opportunities (FedBizOpps) website https://www.fbo.gov/.
