Description
In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) 3.2.1.3.11 Public Announcements, the purpose of this announcement is to inform industry of the FAA ™s decision to extend the ordering period of systems to be ordered and installed at airports approved by the FAA, on the Saab Sensis Contract DTFAWA-09-D-00010 through March 31, 2018. This award will be a single source contract extension pursuant to AMS §3.2.2.4 Single Source Contracting. The current ordering period for systems to be ordered and installed at approved airports on Saab Sensis contract DTFAWA-09-D-00010 is set to expire on March 31, 2014. An extension of the ordering period for installation/implementation is needed through March 31, 2018. The Runway Status Lights (RWSL) program is a highly complex set of tasks built around the implementation of runway status lights in the surface of runways and taxiways at major airports. The FAA currently has RWSL systems implemented at 16 airports to reduce runway incursions and prevent runway accidents. The FAA requires constant and consistent operation of the RWSL system at each of the approved airports to ensure safety of take-off and landing operations. The full implementation of the RWSL systems at approved airports has taken longer than originally planned in 2008. It is now necessary to extend the effort an additional four years to complete this complex effort. Current and prior installations of RWSL systems has established a baseline for future installations, operations, maintenance, support, training and logistics that must be continued in accordance with the RWSL systems that are currently installed in the National Airspace System (NAS). The FAA ™s RWSL program was established to provide pilots and ground vehicle operators a visual indication of runway status without interrupting operations to increase safety. The Saab Sensis RWSL contract was originally competed and awarded with a three-year base for installation at 21 sites and two option years for an additional 14 sites. The incumbent Saab Sensis developed, produces, installs and provides sustainment engineering for all RWSL systems at FAA approved airports and is the only company that can deliver this system to achieve the full implementation by 2018, and within an effective cost baseline. The total estimated value of this requirement is $55 million. The FAA is not seeking or accepting unsolicited proposals.
