Description
A market survey is being conducted to determine if there are a reasonable number of interested small business concerns to set this future project aside for them. If your firm is a Small Business, certified HUBZONE, 8A, Economically Disadvantaged Woman Owned Small Business or Service Disabled Veteran Owned Business and you are interested in this project please respond appropriately. The proposed project is for A/E services for an IDIQ contract to provide Geotechnical Services to the Louisville District Mission Area. Anticipated contract work includes professional services to support design, construction, operations and maintenance (O&M) of USACE civil works projects including, but not limited to; embankment and concrete gravity dams, levee and floodwall systems, navigation structures, channel improvement and stream bank stabilization. Anticipated contract work also includes professional services to support design and construction for a wide range of military facilities for federal agencies including but not limited to; Army, Army Reserves, National Guard, Air Force, Air Force Reserves, Navy, Marine Corps, Defense Logistics Agency, other Department of Defense Services and other Federal Agencies. Construction costs for military projects supported by this contract are anticipated to typically range from approximately $5 million to $50 million each. The types of geotechnical services to be performed under the terms of this contract will include, but may not necessarily be restricted to the following: Activities such as soil and rock drilling for engineering investigations, instrumentation installation and evaluation (e.g. piezometers, inclinometers, etc.), inspection of subsurface investigations, a complete range of geotechnical laboratory testing, geotechnical field observations, geotechnical evaluation reports, geotechnical design and construction recommendations, earthwork and other geotechnical specifications, slope stability and seepage analyses, concrete and materials testing, forensic investigations and evaluation, dam and levee safety related activities (e.g. multi-discipline dam and levee system inspections, inspection reports, risk assessments, etc.), a full range of geophysical investigation techniques and reporting, engineering literature searches, geologic field mapping, seismological studies, surveying, the use of geotechnical software to perform geotechnical analysis (e.g. seepage, slope stability, etc.), and shallow and deep foundation analysis and design are anticipated. Land-based geotechnical drilling services for the purposes of subsurface investigation and characterization will be required. Conventional auger drilling services will include standard penetration sampling, rock coring, undisturbed sampling, drilling without sampling, instrumentation installation, in-situ testing (e.g. hydraulic pressure testing, down-hole video logging, etc.) and inspection of the drilling services. Cone penetration testing (CPT) services may also be required and may include pore pressure testing, seismic and resistivity testing. Site location surveying may be required. Drilling, surveying or site investigations in range impact areas may require unexploded ordnance (UXO) clearance prior to accessing the boring or test locations. All work under this contract will be performed in accordance with the requirements of Engineer Manual (EM) 385-1-1, Safety and Health Requirements Manual, dated 15 September 2008. Metric dimensions, in whole or part may be required for the authorized projects. CADD submittals must be in Bentley Microstation format and conform to the Louisville District CADD standards, unless otherwise specified. Contract duration is estimated at five (5) years from date of award. The estimated cost range is $400,000 per year. NAICS is 541330 with a size standard $14 Million. Past Performance information about no more than five (5) completed projects of similar size and scope. b.) List of available drilling equipment: make and model. (3) A statement of the portion of the work that will be self performed on this project, and how it will be accomplished.
