Description
Acquisition Security Support The United States Air Force Space and Missile Systems Center (SMC) Military Satellite Communications Systems Directorate (MILSATCOM - (MC)) intends to issue a bridge Task Order using the GSA Federal Supply Schedule GS23F0432P to Quantech Services Incorporated for acquisition security support services to bridge the gap between the end of the existing SMC Technical Support (STS) Advisory and Assistance Services (A&AS) Task Order FA8802-09-F-3001 and award of a new Task Order under the SMC Technical Support Services Follow-on (STS-II) Indefinite Delivery/Indefinite Quantity (IDIQ) Contract. This bridge contract will be firm fixed price for labor and cost reimbursable for Other Direct Costs (ODC). The period of performance will be for a period of approximately 9 months. This proposed contract provides continued support for the SMC MILSATCOM Systems Directorate from 1 April 2014 through 31 December 2014. This bridging action will enable this effort to be aligned with other MC technical A&AS support activities to be included in the competitively awarded STS-II IDIQ Contract Task Order competition projected for evaluation and award in the December 2014 timeframe. The Contractor will provide integrated MILSATCOM systems protection planning and implementation, administrative security execution (information, personnel, industrial, operational, physical and anti-terrorism/force protection) and systems certification planning and execution for six ACAT-I programs and one ACAT II program at Los Angeles AFB, the DIACAP support team at Peterson and Schriever AFBs, CO and the MC CISF (Centralized Integration Support Facility) which houses and manages all operational MC systems and sub-systems baselines and is also located at Peterson AFB, CO. This notice is for information purposes only; it does not constitute a Request for Proposal. The Government will not recognize any costs associated with submission of information in response to this or previous notices. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a statement of capability, not to exceed 15 pages in length (a page is defined as 8.5 inch x 11 inch sheet, using 12 point Time New Roman font, with 1 inch Top, Bottom, and Side borders), which shall be submitted within 15 days by 5:00 pm (Pacific) from the date of this posting and considered by the agency. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within discretion of the Government. In addition, responses from qualified small and small disadvantaged businesses are encouraged. The applicable North American Industry Classification System (NAICS) code is 541330 - ENGINEERING SERVICES. The classification is "R".
