- SOURCES SOUGHT NOTICE PHARMACY RESIDENCY RENEWAL DESCRIPTION: This is a sources sought to determine the availability of potential sources having the skills and capabilities necessary to provide the SPECIFIED REQUIREMENT. All interested vendors are invited to provide information to contribute to this market survey/sources sought including commercial market information. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a sources sought synopsis only. Questions should be submitted by email to Benford.brundage@va.gov. Provide only the requested information below. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, FSS/GSA contract schedule holders or large business) relative to NAICS 813910, Business Associations (size standard $7 Million). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the FBO website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. Central Alabama Veterans Health Care System Statement of Work Pharmacy Residency Accreditation 2237# 619-14-1-119-0031 1.Scope of Work: The VA Medical Center can only receive OAA (Office of Academic Affiliation) funding, if the program remains accredited. 2.Background: VA Pharmacy Residency Program is the largest training program for advanced clinical pharmacy training in the country. VA trains approximately 333 residents annually in 83 American Society of Health-System Pharmacists (ASHP) accredited residencies. The training includes a variety of practice areas, such as: Pharmacy Practice, Specialty Residencies (e.g. Geriatrics, Ambulatory Care, Infectious Disease, Psychiatry, Intensive Care, etc.) and Research. VA also funds the advanced training of Pharmacy Fellows. The PGY1 Pharmacy Residency is funded by the Office of Academic Affiliation (OAA). OAA requires that such programs be accredited. VHA Handbook 1400.04 on Supervision of Associated Health Trainees also notes that the "VHA follows the requirements of accrediting and certifying bodies for each associated health discipline ¦" 3.Performance Period: Accreditation Fees are paid yearly. The fee covers accreditation site visits, periodic review, support from ASHP for improving residency training, and the use of the electronic resident evaluation system. Standards and consultation regarding compliance with standards are also available from ASHP Accreditation Services Division. The accreditation fee also includes access to an electronic residency evaluation and tracking system. In addition, in 2013, an electronic application process for the residency candidates was provided allowing the VA to decrease the amount of paper to review, process, scan and file. 4.Cost Estimate: The cost of the computer program and its maintenance for tracking and evaluating residents alone would likely exceed the cost of the annual ASHP accreditation fee. In addition, the accreditation fee provides access to participation in the National Residency Matching Program without which it would be very difficult to conduct the recruitment process. Participation in the National Residency Matching Program requires ASHP Accreditation (http://www.natmatch.com/ashprmp/reglink.htm). It also covers the expenses for 2 site surveyors from out of town (one from ASHP and one "guest surveyor" representing similar pharmacy practice) to periodically visit the program for a 1 1/2 to 2 day onsite survey, assess the program and services against the standards, provide consultation to the program and make recommendations regarding accreditation to the ASHP Board of Directors. A final report is provided following the accreditation site visit and assistance responding to the report is available. The site visit and the response to the report determine the length of accreditation. The addition of the electronic application process in 2013 will be a value added service without any additional increase in fees. (However, the annual fee is subject to change yearly.) The electronic application process will also make it easier for qualified candidates to apply, easier for the VA to communicate application requirements. In addition, the electronic application process will provide an initial validation of materials submitted by candidates. The table below is a best estimate of the cost/value of the services provided. The annual average estimated cost/value alone is $5250 without including any of the one-time costs for electronic computer programs/services. The one-time costs may be serious under estimates of the actual cost if the VA had to buy these services separate from any other organization. The surveyors will be provided a "resident binder" which will contain a sample of their work completed during their residency training. The information contained in the binder will have no patient identifiers and will be submitted to the Privacy Officer for review before the survey. The residents are asked to meet with the surveyors and are allowed to participate in most of the accreditation sessions over the 2 day period. The C&A requirements do not apply and a Security Accreditation Package is not required. 6.Computer equipment No equipment will be purchased or brought on station. A computer software program accessed through the internet is provided for our use. No pt information will be entered in ASHP software program that they provide for us to use through the internet. REQUESTED INFORMATION: (1) STATEMENT OF CABABILITY: Submit a brief description, five (5) pages or less, that demonstrates how your company has the supervision, facilities, labor and experience to provide services requested. Include past experience in performing these services to the VA, other Government (Federal or State) agency, or for a private facility. Please specify your availability to start date and your address. (2) BUSINESS SIZE AND SOCIO-ECONOMIC STATUS: (a) Indicate whether your business is large or small (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act (d) Indicate if your firm is a certified Hub-zone firm (e) Indicate if your firm is a woman-owned or operated business (f) Indicate if your firm is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) (g) Include the DUNS number of your firm. (h) State whether your firm is registered with the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ and/or the VetBiz Registry at http://vip.vetbiz.gov/. If not, please (i) NOTE that any future solicitation could only be awarded to a contractor who is registered in SAM and to receive award based on VOSB or SDVOSB status you must be registered in the VetBiz Registry.
