Description
On behalf of the U.S. Committee for Purchase from People Who are Blind or Severely Disabled, the independent federal agency that administers the AbilityOne Program, National Industries for the Blind (NIB), a designated central nonprofit agency, is pursuing potential partnerships with TAA compliant commercial manufacturers of "On the Move" Hydration Systems which resist penetration of live chemical, biological, radioactive, and nuclear (CBRN) warfare agents, in addition to common toxic industrial chemicals and materials. If successful, the result will be a co-brand agreement between the manufacturer of component parts and the AbilityOne Program, and its registered brands. The ultimate expectation is that the co-branded product will be placed on the AbilityOne Procurement List (PL). The On the Move CBRN Hydration Systems must meet and/or exceed FAR and other Federal Government published standards, Executive Orders and Federal Agency requirements. To be considered for the partner opportunity, the following criteria at a minimum must be met by the commercial manufacturer: 1.Possession of a recognized brand name within the U.S. Army. 2.Manufacturer must make all component parts in TAA compliant countries. 3.Manufacturer must have been certified by third party testing to comply with the U.S. Army's requirements for a Multi-Purpose Personal CBRN Hydration System. Testing must prove that the system can withstand 6 hours of chemical challenges after the rigors of 30 days of use in order to safely stay hydrated in a CBRN threat environment. 4.Product Specific Criteria: •Must be safe for every day, hands-free, on the move hydration. •Quickly and easily attaches to and interfaces with all present and future CBRN protective masks, suits, and individual load bearing equipment. •System must be easy to clean and maintain. •Design must be modular with flexible fittings and adapters to allow for additional functionality such as individual filtration, rapid filling, rehydration of field rations, and incorporation into complex soldiers systems. •Empty reservoir must weigh less than 1 lb. •Reservoir must be durable, flexible, and provide taste-free water during regular operations or while wearing protective gear. The carrier, reservoir, and delivery tubes must be made of a material that resists abrasion, punctures, and tearing and cannot be penetrated by live chemical and biological agents. •Must meet or exceed USACHPPM TG 230A military water quality standards. •Must meet or exceed TB MED 577 standards for 24 hour resistance to Sarin nerve and Muster blister agents. •Reservoir and delivery tube surfaces must have embedded Anti-Microbial Technology, and be FDA approved as well as EPA registered. •Must include an external fill port, to allow for external filling. •Water flow must be able to be turned on and off with an easy turn of one valve. •When full, all seals, connection points, and welds can withstand 300 lb. flat plate static load (even when disconnected), and up to 4.5 psi internal pressure, as well as rapid decompression without leaking. Reservoirs must not burst after a 10 foot drop onto concrete. •Must be able to be configured to fit a wide range of Gas Masks/Respirators without inhibiting water flow from the reservoir or through protective masks. •All reservoir, tubing, and attachment materials must be manufactured with materials that meet FDA 21 CFR Part 177 requirements regarding aqueous food contact. •Hydration capacity = 100 oz. of warm or cold fluids; must fit into a 3 Liter reservoir pocket of a soldier's pack. •Reservoir and carrier must help water maintain constant fluid temperatures in temp ranges from 32 degrees F to 120 degrees F. •Bite valve must be covered to keep valve free from dust, dirt and other contaminants. •Must be designed for ease of use and adaptability in a combat situation or NBC threat. •All components must be made of non- reflective, low visibility materials. •Shelf Life: 5 years of storage at 72 degrees F and 50% R.H. Withstands storage temperature extremes of -34 degrees F to +150 degrees F without performance degradation. •All reservoir, tubing, and adaptor components can withstand solar UV during normal usage without performance degradation. •Complete system does not add to the users' noise signature. •Quick release connections withstand 5,000 cycles with no damage. 5.The chosen manufacturer must be willing to set a high priority for delivering bulk materials to the non-profit agency in order to assure the agency of on-time deliveries to the federal government customer(s). 6.All products must be manufactured and lab tested, certified and customer tested to be effective according to their purpose, have current Material Safety Data sheets if necessary, and meet certifications with corresponding documentation designated by customers. 7.Must have a willingness to enter into a multi-year agreement, which includes on-going technical and production assistance and the necessary factory trained technical field support, while enabling the non-profit agency to meet the criteria of the AbilityOne Program. These criteria include: converting material, manufacturing goods, assembling, labeling, and packaging products sold to the federal government, thereby creating employment for people who are blind or deaf/blind. 8.A willingness to share supplier access and volume pricing agreements with the non-profit agency. 9.Commitment to working independently with AbilityOne to market products to the Government customers under the AbilityOne Program. It is preferred that the chosen manufacturer has a dedicated team for Federal Government sales and marketing. 10.Willingness to work with the non-profit agency, (NIB) and the US Commission to ensure that the price to the end-user is a fair and reasonable price. 11.Manufacturers' submissions must demonstrate that proposed products meet the various criteria, as well as indicate what labor functions the nonprofit agency's employees would perform.
