Description
This is a Request for Information (RFI). United States Transportation Command (USTRANSCOM) TCAQ-R is conducting Market Research to be used to determine availability of air transportation via commercial scheduled service routes to augment the current transportation network of the Defense Courier Division (DCD). We are seeking information from the airline industry on the best commercial practices to move two couriers and sensitive/classified material in sealable containers via air as follows: Two United States Transportation Command DoD Couriers with personal baggage and airline provided sealable containers of various sizes based on cargo weight (weights per route vary) according to the following schedule: Baltimore to Sacramento or Oakland Sacramento or Oakland to Baltimore Baltimore to Cologne Cologne to Baltimore Baltimore to London London to Baltimore Seattle to Anchorage Anchorage to Seattle Sacramento to Honolulu Honolulu to Sacramento Baltimore to San Antonio San Antonio to Baltimore Baltimore to Denver Denver to Baltimore Baltimore to Omaha Omaha to Baltimore Sacramento or Oakland to Seattle Seattle to Oakland or Sacramento Denver to Omaha Omaha to Denver Denver to Sacramento Sacramento to Denver Preferred airports: Baltimore BWI Sacramento SMF Oakland OAK Germany - Cologne London - Stansted Seattle SEA Anchorage ANC Honolulu HNL San Antonio SAT Denver DEN Omaha OMA Prefer all flights to be conducted roundtrip. However couriers can remain overnight if required and return next day. On departing flights the container(s) must be under constant observation of ground couriers until the aircraft cargo door is sealed. On arriving flights ground couriers must be positioned to view the cargo doors opening and then must observe the container(s) being removed from the belly of the aircraft. The container(s) must be kept in constant view of the couriers. In the event of deviations to the final destination, the TWO couriers on board would have to deplane prior to the aircraft cargo doors being opened. The couriers must have visibility of the doors being opened and courier cargo being removed. They must keep their containerized cargo in view at all times. For the purpose of market research only, industry representatives are invited to provide information regarding commercial operations that could meet this requirement NLT 17 Jan 14. Contact Mr. William Seamon at william.seamon@ustranscom.mil. In addition, please provide answers to the following questions via the provided e-mail. QUESTIONS 1. Are you a current Civil Reserve Air Fleet (CRAF) participant? 2. Are you a FAR part 121 air carrier operating on the same or similar routes as those listed above? Please provide a list of your current routes. 3. What is your experience in the type of effort described above? 4. Describe specific processes currently being used that would emulate the requirement described above. Describe the type and size cargo containers used by your company including information on whether the containers protect the contents from exposure to weather (i.e. rain, snow) and whether they are sealable with a numbered security strap to prevent unauthorized opening. Include information to determine best days to move cargo containers and a process for reserving seats, cargo space, and defining container size. Do you permit containers to be picked up 24-48 hours prior to flight to permit preloading of contents or is there a secure indoor area for loading/unloading cargo? 5. For each mission, would space for cargo and 2 couriers be guaranteed? 6. Would there be a cost savings when using space on a less in-demand flight, i.e. nights or early morning? Provide an examples and details. 7. How do commercial carriers currently charge for this type of service, cost per pound, per cube, or per position, other? Does price vary according to weight, size or destination? How would courier's seat prices be set? 8. Do commercial airports have a secure area to load/unload container(s) at airfields if container(s) cannot be picked up in advance for pre-packing? 9. What are the liabilities involved with the courier stations using container(s) belonging to the air carrier? The agency has not made a final commitment to procure the stated requirement and this RFI should not be construed as a commitment or authorization to incur costs in anticipation of such procurement. This agency is interested in obtaining responses to this RFI from prospective contractors, but no contractor shall be reimbursed for providing this information: therefore, USTRANSCOM will accept the requested information in whatever format is provided. All information provided by the contractor will become property of USTRANSCOM and will not be returned. Responses are due NLT 1200 CST, 22 January 2014.
