Description
Specifications for Sheeting Questions Distribution Centers (DCs) Solicitation HSFE70-14-I-0013 is a Request for Information (RFI) only. The Federal Emergency Management Agency (FEMA) is soliciting large and small manufacturing companies that have the potential to recycle and/or dispose of nylon-string reinforced Blue Roof Plastic Sheeting currently stored in FEMA's CONUS/OCONUS Distribution Centers (DC). FEMA intends to establish an Indefinite Delivery Indefinite Quantity (IDIQ) contract with one or more contractor(s) for a base period of 1-year plus four twelve-month option periods. The contractor(s) must be available and capable of meeting FEMA's task orders for removing plastic sheeting within the established time requirements. The contractor shall recycle and/or dispose of FEMA branded nylon string reinforced Blue Plastic Sheeting under the following task breakdown requirements: • The contractor(s) must transport blue roof plastic sheeting from the FEMA distribution center to the recycle or disposal site. • The contractor(s) must recycle or dispose of blue roof plastic sheeting as required by FEMA. Note: Both recycling or disposal processes must be in accordance with all local, state, federal laws and regulations. Note: The contractor(s) must certify all FEMA branded Blue Roof Sheeting for recycling and shall not resell or use and sheeting in its current state. The contractor(s) must agree to melt or reduce the plastic sheeting down to its raw materials. Note: The contractor(s) must agree to mutilate or shred FEMA branded blue roof sheeting prior to placement in final disposal site. FEMA will schedule a site visit to provide contractors with a sample of the nylon string reinforced Blue Roof Plastic Sheeting. The location for this site visit has not been determined at this time; however, the location will be selected from one of the distribution center locations listed in Attachment A. Site Visit participation is voluntary and will be at the expense of the contractor. Attachments: • Attachment A identifies all FEMA Distribution Center (DC) Locations. • Attachment B lists questions FEMA would like the manufacturer to answer. • Attachment C lists the draft specifications for the plastic sheeting. Interested parties may identify their interest and capacity to satisfy the Government's requirement by contacting Contract Specialist, Ms. Toye Hobday, at Toye.Hobday@dhs.gov. No phone calls will be taken regarding this RFI. All correspondence must be submitted by email. Please include the Solicitation Number in the Subject Box and provide your DUNS#, TIN#, Business size and if a Small Business, the type of Small Business you represent with your response. Interested parties are responsible for monitoring www.fbo.gov for the most current and up to date information regarding this requirement. The solicitation will be issued in the same manner as the pre-solicitation. Contractors are reminded that participation can only be granted to a Contractor who is registered in the System for Award (SAM) database and Online Representations and Certifications Applications (ORCA).
