- Notice Type: Sources Sought Synopsis: This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes. This is a SOURCES SOUGHT NOTICE to identify companies with the capacity, experience, and interest in competing for a stand alone service contract for Dangerous Goods Transport In-Class Training for Naval Support Activity (NSA) Naples, Italy; NSA Souda Bay, Crete, Greece; and Naval Air Station (NAS) Sigonella, Italy. BACKGROUND European Agreement Concerning the International Carriage of Dangerous Goods by Road (ADR) is the regulations for the transport of hazardous goods on public roads in European countries. The tri-service instruction "US Army in Europe Regulation 55-355/US Navy in Europe Instruction 4600.G/US Air Force in Europe Instruction 24-201" dated 1 May 2003 requires that the movement of dangerous goods in Europe meet the requirements of ADR when the movement occurs on a road. Specifically, the tri-service instruction states that "[a]ll movement of dangerous goods in Europe must meet the minimum requirements of the following, with consideration of host-nation laws and written host-nation or international waivers and agreements: (1) Road: The ADR." Commander, Navy Region Europe, Africa, Southwest Asia (CNREURAFSWA) guidance, and the tri-service instruction policy are to train drivers in ADR requirements and have the drivers approved by the base. Many of the requirements apply throughout Europe, but some of the countries have adopted additional requirements. SCOPE OF WORK 1) The purpose of this scope of work is to obtain ADR training from a source possessing comprehensive knowledge of the requirements of ADR. The following requirements must be met: The contractor must be located in Europe or have a European office. The contractor must speak fluent English. The contractor must be able to provide the training in fluent English. The contractor must provide (1) trainer to travel to each of the (3) specified locations. 2) The ADR course must include the following, for a total of 22.5 training units per the ADR course catalog: Serial 1 (core) - 8 training units Serial 2 (practical's) - 4 training units Serial 3 (packages) - 4 training units Serial 4a (combined U.N. hazard classes: 1, 2, 3, 4, 5, 6, 8, and 9) - 8 training units. 3) The contractor must have its training course approved by the appropriate competent authority cited in the United Nations Economic Commission for Europe (UNECE). 4) The training will be held at the following locations: NSA Naples, NSA Souda By, and NAS Sigonella. The contractor will be notified of each specific site's required dates. 5) The contractor will be provided a point of contact (POC) at each location so that arrangements for access passes can be made. The contractor will be responsible for making arrangements with the base for a training facility, and training will be conducted at a facility on base. The contractor will provide training materials to facilitate the understanding of the class. The contractor will ensure that materials reach each location 7 working days before the class is to begin and that the POC name and phone number is attached to the materials with instructions to call the POC when the materials arrive at each location. 6) The contractor will need to make arrangements to travel directly to the training locations. 7) The contractor will need to make arrangements for accommodations outside of the base. 8) For practical demonstrations, the contractor will need to make arrangements with each location's POC to determine the training equipment (fire extinguishers, fire demonstrations, etc.) that can be provided by the activity to meet ADR training requirements. 9) A minimum of 12 copies of the two volume ADR directive will be brought to each location, NSA Naples, NSA Souda Bay, NAS Sigonella for distribution by their POC. Any copies not required by the attendees may be returned to the provider. 10) The contractor MUST bring the following to each installation: (a) An attendance roster, which will be signed by the students each day of the training, and (b) Training certificates for distribution to the students after passing the exam on the last day of training. 11) The contractor MUST provide a copy of the final attendance roster and list of successful examinees, indicating who has completed the course by attending each day and passed the exam, to (1) each installation training POC at the end of the course and (2) the NAVFAC EURAFSWA Environmental office in Naples (Ms. Dawn Polverino) within 5 days of conducting the class. 13) The training will be held between 1 February and 30 September 2014, preferably between 1 February and 31 May 2014. 14) Each class will have a maximum of 16 students. The work will be accomplished under a Firm Fixed-Price (FFP) Contract. The estimated value will be $10K to $25K. The NAICS code is 611430, Professional and Management Development Training. Upon issuance of the solicitation, System for Award Management (SAM) registration is required for all offerors, including Joint Venture (JV) offerors (registration must state the NAME of the JV). SAM registration can be accomplished at https://www.sam.gov. Offerors not registered in SAM shall obtain a DUN & Bradstreet (DUNS) number and a CAGE or NCAGE prior to registering in SAM. Interested contractors are to submit the following information: company name, address, point of contact, telephone number, e-mail address; DUNS, and information regarding your company's experience in performing Dangerous Goods Transport In-Class Training Service Contracts as the prime contractor in the last five years identifying: contracting agency, contract number, title, place of performance, years of performance, and value of contract. Please indicate if requirement can be met in all three locations. Your submission is limited to two pages.
