- This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. The Naval Sea Systems Command PEO Integrated Warfare Systems Above Water Sensors (PEO IWS 2.0) intends to award a Basic Ordering Agreement (BOA) for the Dual Band Radar (DBR) contract to Raytheon Company, Integrated Defense Systems (Raytheon IDS) of Tewksbury, MA without providing for full and open competition. The BOA allows for the placement of firm fixed price (FFP) or cost-plus-fixed-fee (CPFF) type delivery orders for an ordering period of forty-eight (48) months from date of award,. The contractor shall furnish services and material necessary for parts procurement, spares, field engineering services, including product improvements, obsolescence mitigation, documentation, training, logistics analysis and sustainment, installation support and maintenance, repair actions, and engineering changes for the DBR and Multi-Function Radar (MFR) search capability for CVN 78 and DDG 1000 class ships. The proposed BOA is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302, and pursuant to 10 U.S.C. 2304(c)(1), NAVSEA intends to award a BOA for the DBR System to Raytheon IDS, 50 Apple Hill Drive, Tewksbury, MA 01876. Parties interested in subcontracting opportunities should contact Raytheon directly. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement no later than fifteen days after date of publication of this synopsis. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
