Description
Statement of Work Request for Quotes This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). Submit only written quotations for RFQ F1U3C63345AL01. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72. This acquisition is 100% set-aside for Total Small Business. The associated NAICS code is 532412 with a $30.0 Million size standard. This RFQ contains 1 line item. DESCRIPTION OF REQUIREMENT: CLIN 0001: Quantity forty two (42) days The 354 CES/CERF requires the rental of one (1) 150,000LB Class Hydraulic Excavator for a period of forty two (42) days starting 28 January 2014. Rental will be a 2007 model or newer, have a minimum of 4 cubic yard bucket with new teeth installed plus one additional set of cutting teeth, retainers and pins, and a net minimum flywheel power of 404 hp. Excavator will come equipped with a hydraulic thumb, heated and air conditioned cab, and minimum weight of 145,000 pounds (lbs). Excavator shall be properly counter-balanced as to not tip with a full load. At the time of delivery contractor will provide ten (10) gallons of oil and antifreeze, ten (10) gallons of hydraulic oil, and twenty-four (24) tubes of grease at no additional cost to the government. Contractor will provide all service and unscheduled maintenance at no additional cost to the government. Contractor will have twenty-four (24) hours to complete all repairs or will be required to have a replacement rental of the same size conforming to the same specifications within forty-eight (48) hours of notification at no additional cost to the government. Requested that two copies of applicable MSDS's be included with applicable service materials. See attached Statement of Work for additional information. (End description). T1310 Arkansas Range, Fort Greeley, Delta Junction, AK PROVISIONS/CLAUSES: The following provision is incorperated by full text. 52.212-2 -- Evaluation -- Commercial Items. Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price is the only evaluation factor. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Specifically, the following DFARS clauses cited are applicable to this solicitation: 252.204-7004, Alternate A, 5352.201-9101 Ombudsman, 5352.242-9000, Contractor Access to Air Force Installation. Addenda to FAR 52.212-5: The following additional clauses apply to this solicitation: FAR 52.233-2, Service of Protest: (a) Protest, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the General Accounting Office (GAO), shall be served to the Contracting Officer TSgt Nicholas Bastiani (addressed as follows) by obtaining written and dated acknowledgement of receipt from 354th Contracting Squadron, Attn: TSgt Nicholas Bastiani, 2310 Central Ave, Building 2258, Eielson AFB, AK 99702. (b) The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO. The above Provisions and Clauses may be obtained via internet at http://farsite.hill.af.mil. All proposals must be faxed or emailed to POC A1C James Davis at 354th CONS/LGCB, 2310 Central Ave, Building 2258, Eielson AFB, AK 99702 LATE OFFERS: Offerors are reminded that e-mail transmission of quote/offer prior to the closing date and time will not constitute a timely submission of quote/offer unless it is received by the government prior to the closing date and time. Quotations/offers or modification of quotes/offers received at the address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered (ref. FAR 52.212-1(f)). All contractors must be registered in the System for Award Management (SAM) ref. FAR 52.204-13 database prior to any contract award. SUBMISSION OF INVOICES In accordance with FAR Clause 52.212-4(g) the contractor shall submit all invoices electronically utilizing Wide Area Workflow (WAWF). Procedures for using WAWF are found in DFARS Clause 252.232-7003 Electronic Submission of Payment Requests.
