- The Federal Aviation Administration (FAA), Southern Region, Eastern Logistics Service Area, AAQ -510, has a requirement for Procurement of Freestanding Antenna Towers designed for 100MPH wind loading. Antenna Towers can be designed for 150MPH wind loading for use in hurricane/coastal and tornado areas. Antenna Towers are designed to DOT/FAA specification FAA-AJW-E13C dated July 27, 2010, "Design and Fabreication of Antenna Towers". Towers shall meet all ANSI and OSHA requirement for fabrication of Antenna Tower Structures and climbing of Antenna Towers.. The FAA contemplates award of a Firm Fixed Price Contract as a result of this solicitation. This requirement is offered to all qualified responsive concerns. The NAICS code for this acquisition is 237130 Power and Communications Line and Related Structures Standard Size - $33.5 million When responding to this Screening Information Request/Request For Offer (SIR/RFO), each offeror is required to submit a technical proposal and a cost proposal in accordance with the Screening Information Request (SIR) provision in Section L entitled, "Instructions for Preparation of Proposals." All interested sources should first attempt to download the attached SIR document(s). If downloading is not possible, all requests for copies of the SIR document(s) must be made in writing to the attention of Mike R. Wargo, Contracting Officer (AAQ-510), via e-mail at mike.wargo@faa.gov. Technical and cost proposals are due no later than 2:00 PM. local time (Eastern Time Zone), January 30, 2014 and must be submitted to FAA, Attn: Mike R. Wargo AAQ-510, 1701 Columbia Avenue, College Park, Georgia 30337. The proposal must be sealed and labeled as : SIR/RFO DTFAEN-14-R-00023, due 2:00 PM. ET, January 30, 2014. Offerors submitting proposals by hand-delivery will need to consider allowing sufficient time to process through the security procedures in place at delivery at Southern Regional Eastern Logistics Service Center. Overnight delivery of responses to this SIR/RFO may also be impacted if not sent in sufficient time to allow for the special mail-handling procedures in place at Southern Regional Eastern Logistics Service Center. In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 2:00 PM. ET, January 30, 2014, will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
