- T HIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Cherry Point Satellite Contracting Office, Marine Corps Air Station (MCAS), Cherry Point, NC 28533 hereby gives notice of their intent to award a contract to General Electric Company (GE), 1 Neumann Way, Cincinnati, OH 45215-1988, (Cage Code: 07482) on a sole source basis in accordance with the authority of section 4202 of the Clinger-Cohen Act of 1996, the Services Acquisition Reform Act of 2003 (41 U.S.C. 428a), and pursuant to 10 U.S.C. 2304(g)(1)(B), as implemented by the Federal Acquisition Regulation (FAR) 13.5, Test Program for Certain Commercial Items. The Fleet Readiness Center (FRC) East, MCAS Cherry Point, NC has a requirement for T64 Engine Engineering Support Services, to include performing proprietary aerodynamic, thermal and mechanical stress analysis on the T64 engine for process improvement and supplying technical data and reports to Fleet Readiness Center (FRC) East engineers. The services have been requested for a base period of one (1) year with provisions for two (2) option years. Market research has determined that GE is the only source capable of providing the required support services. Therefore, the government intends to procure these products on a sole source basis from GE. GE is the sole proprietor, designer, developer and manufacturer of the T64 series of turboshaft engines that power US Navy and Marine Corps H-53 heavy lift helicopters and, as such is the only source possessing the necessary level of technical data (particularly Level III engineering drawings), knowledge, experience and expertise to perform these efforts. Services to be procured are part of Engine Reliability Fix - Six (ERF-VI). The focus for T64 under ERF-VI is to provide an overarching review of build processes, metrics (along with associated data), mission profiles, and hardware condition and logistics profiles. The purpose of this review is to pin point root causes of engine removal and propose improvements to increase Mean Engine Flight Hours Between Removal (MEFHBR). T HIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all quotes received within fifteen (15) days after the date of publication of this synopsis will be considered. Interested parties may identify their interest and unique capabilities to respond to this requirement or submit their quote. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely at the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
