- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 13.106-1) with Darwin Chambers Company LLC., 2945 Washington Ave, Saint Louis, MO 63103-1305, as the only responsible source that can provide calibration and preventative maintenance on the environmental chambers in the Environmental Toxicology Research Facility. The basic requirements are below: Research is conducted to address the complex interactions of environmental contaminants with diverse biological components of the ecosystem. The research facilities must be maintained and calibrated to allow for precise control of lighting, temperature, heat and humidity. The contractor will provide all labor and expertise needed to execute comprehensive preventive maintenance and NIST calibration of the (5) walk-in controlled environmental chambers located in Vicksburg, MS. The contractor will annually conduct a comprehensive preventive maintenance and each chamber will receive a thorough check-out to ensure all systems are operating safely and at their optimum capability.The contractor will perform calibrations on (5) temperature and relative humidity controlled environmental chambers. All calibrations are traceable to the National Institute of Standards and Technology (NIST). Each instrument will receive three-point calibration verification. The as-found readings will be documented and the device returned to service. In the event that the as-found readings are not within the manufacturer's stated accuracy, the instrument will be calibrated using the manufacturer's calibration procedure. After calibrating the instrument, the as-left readings will be documented using the same three points from the calibration verification to verify the instrument is reading with-in the manufacturer's stated accuracy. If any instrument exceeds the process tolerance, the contractor will document and promptly notify responsible ERDC staff members. Contractor assumes travel costs to perform tasks. The expertise and capability to perform this requirement is linked to the proprietary design of the systems and the specialized training and equipment required. The manufacturer of the chambers is the only option for maintenance and calibration. This acquisition is being conducted under simplified acquisition procedures. The intended procurement will be classified under North American Industry Classification System (NAICS) 238390 with a Small Business Size Standard of $14 Million. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same or similar product. All capability statements received by the closing date of this publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
