Description
Notice of Contract Action (NOCA) - Dynamic Retasking Capability (DRC) Operations Support (OS) Battle Space Communication Branch (HBDC), Theater Battle Control Division (HBD), Battle Management Directorate, Air Force Life Cycle Management Center (AFLCMC) Hanscom AFB, MA intends to award a sole source contract to Northrop Grumman Systems Corporation for a four (4) month period with a five (5) month option providing Operational Support to Dynamic Retasking Capability (DRC) systems. The DRC system provides a Roll on / Roll off (RORO) Line of Sight (LOS) and Beyond Line of Sight (BLOS) communication capability. The contractor will provide CONUS based depot level support for CONUS/OCONUS based DRC assets to include help desk, repair, spares management, and warehousing services. In addition the contractor will provide on-site CONUS/OCONUS support for DRC mission setup and breakdown, troubleshooting and repair, and DRC operator/maintainer On-the-Job-Training (OJT). The DRC system of equipment, and interface software that allows MAF aircraft to become part of the tactical data network (TDN). The system allows the aircraft and aircrew to interface within a local TDN while simultaneously extending the network connectivity to BLOS locations. Use of the DRC system enhances mission effectiveness and improves force protection. The DRC system provides aircrews with in flight enhanced situational awareness, increased threat awareness, and dynamic retasking of airland and airdrop missions. The DRC system was developed by Northrop Grumman. DRC contains government furnished equipment (GFE), commercial off the shelf (COTS) hardware and software, and Northrop Grumman developed integration and message processing software for which the Government has restricted rights for certain non-severable computer software configuration items (CSCIs). This NOCA does not constitute an Invitation for Bids (IFB) or a Request for Proposals (RFP) nor does its issuance restrict the Government as to its ultimate acquisition approach; the Government will not reimburse firms for any costs associated with preparing or submitting a response to this notice.
