- SYNOPSIS This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Division intends to award a fixed price indefinite delivery, indefinite quantity (IDIQ) contract with a five year ordering period for Vehicular Automated Diagnostic System (VADS). The VADS system consists of a Test Adapter Vehicle (TAV), an instrument controller, and various cables and fittings. The contract ordering requirements VADS system are as follows; minimum contract delivery order of 1 each and a maximum contract order of 200 each. The Government intends to award to the responsible contractor whose offer is lowest priced technically acceptable to the Government considering price and past performance. All responsible sources may submit an offer for consideration. This will be a competitive, non-commercial procurement IAW FAR 15 and will result in Firm Fixed Price (FFP) five-year Indefinite Delivery Indefinite Quantity (IDIQ) type contracts. Multiple awards may be issued. The applicable NAICS classification is 334515 and the small business size standard is 500 employees. The Technical Data Package (TDP) is being provided in draft format (Statement of Work and Drawings). Questions or comments should be directed to the POC listed below prior to solicitation issue date. The anticipated award date is on or about 30 June 2014. Pre-Production units/Delivery will be required 150 days from the date of each delivery order issued. Total production lead time is estimated to be 300 days. Delivery is required FOB Destination; Inspection and Acceptance are to occur at the Destination. Accelerated deliveries are acceptable. The technical data package contains information that is export controlled. Only those companies that have completed DD Form 2345 and are certified under the and in the Joint Certification Program (JCP) in an active status are authorized to receive the package. Information about the JCP is located at http://www.dlis.dla.mil. Contractors must also be registered in the System for Award Management (SAM) database prior to submitting an invoice and through final payment of any contract action resulting from this solicitation. Offerors may obtain information on registration and annual confirmation requirements via the SAM accessed through https://www.acquisition.gov or by calling 866-606-8220, or 334-206-7828 for international calls. Proposals must be submitted in the format specified in the solicitation. No hard copies of the solicitation will be mailed. Interested sources must download from the website listed. All changes to the reqN00164uirement that occur prior to the closing date will be posted to the FedBizOpps website. It is the responsibility of the interested vendors to monitor FedBizOpps website for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
