Description
The U.S. Army Corps of Engineers will be issuing an Invitation for Bids for repairs to the Bridgeport Harbor east and west breakwaters and the New Haven Harbor east, middle, and west breakwaters. Bridgeport Harbor and New Haven Harbor lie on the north shore of Long Island Sound approximately 51 miles east of New York City. Repair of the aforementioned breakwaters will be completed under one contract. The NAICS code for this procurement is 237990. The estimated construction cost is expected to range from $5,000,000.00 to $15,000,000.00. The project is scheduled to be issued on or about February 14, 2014 and work to complete the repairs is expected to take approximately 20 months. The work to be performed under this project primarily consists of repairing the Bridgeport and New Haven Harbor breakwaters and restoring them to pre-storm conditions. The work will include, but not be limited to, mobilization and demobilization, furnishing, delivery, and placement of new armor stone to replace stones displaced during Hurricane Sandy, and to fill in gaps and low points along the breakwaters. The repairs are being performed to restore the breakwaters to originally authorized profiles and dimensions. Repairs will require substantial moving and manipulation of existing stones to obtain the required grades and stone interlocking. Access to all breakwaters will be by water only and mobilization of equipment and materials will require marine construction methods and resources. This is not a request for proposals at this time. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about February 14, 2014. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation, offerors must access the Federal Business Opportunities website (www.fbo.gov). All responsible sources may submit a bid which shall be considered by the New England District. Additional questions may be emailed to the Contract Specialist at Kimberly.B.Pumyea@usace.army.mil
