- Notice of Intent Notice of Intent The Peace Corps intends to award a modification to contract PC-10-3-007 on a sole source basis to Kenexa Corporation (Kenexa), 650 East Swedesford Road, 2nd Floor, Wayne, PA 19087, in accordance with FAR 6.302-1(a)(ii).The Peace Corps competitively awarded a firm fixed price contract to Kenexa on August 4, 2010 to provide an online volunteer recruitment software solution. The purpose of this modification to PC-10-3-007 is to procure modifications to the existing system provided by Kenexa, based on revised Peace Corps requirements for online skill assessments. This modification will allow the agency to process more applications, expedite the application process, and better assess whether applicants fit the required Peace Corps' Post skill requirements at the time of submission. Kenexa has been identified as the only company capable of implementing the required assessment solution modification to the existing system. Kenexa is the original manufacturer and current software as a service provider of the system, and is the sole entity with the current and historical knowledge of the design, development, and execution of the baseline code to establish this online skills assessment within the application. Peace Corps utilizes a suite of Kenexa software components for its volunteer application process. Kenexa is the only entity which has trained staff with the ability to make the required engineering changes to this proprietary software without substantial duplication of cost to the Government and unacceptable delays. The NAICS code for this procurement is: 518210, "Data processing, hosting, and related services". This Notice of Intent is not a request for proposals. This notice of intent is for information purposes only, therefore, no solicitation will result from this announcement. All capability statements received within 15 calendar days after publication of this notice (30 January 2014) will be considered by the Government. Responses must be supported with clear and convincing capabilities statement that demonstrates the vendors ability to perform the services outlined above without substantial duplication of cost to the Government and/or unacceptable delays. A request for documentation will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable service is provided by Kenexa.
