Description
The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Leica Microsystems, of Buffalo Grove, Illinois, for the purchase of a Leica EM TXP tabletop mechanical sample preparation/target surfacing system under other than full and open competition by the authority of FAR subpart 13.106(1)(b). The target mechanical sample preparation/target surfacing system will be used within user facilities for collaborative research within the National Institute of Standards and Technology (NIST) Center for Nanoscale Science and Technology (CNST), which serves science and industry by providing essential measurement methods, instrumentation, and standards to support all phases of nanotechnology development, from discovery to production. This requirement is for a tabletop mechanical sample preparation system that allows flexible and precise mechanical sawing, grinding and polishing of crystalline microchips containing micro and nanofabricated devices while under observation through an optical microscope. The required system shall be suitable for mechanical machining of centimeter scale semiconductor chips with micrometer resolution. NIST requires the Leica EM TXP target surfacing system as it is the only commercially available system that meets NIST's critical requirements: most importantly the ability to machine crystalline microchip samples (made of Si and other materials) manually and automatically under in-situ microscope observation combined with the ability to hold and manipulate the sample manually and automatically in a variety of ways. The variety of positions, and the ability to manipulate them, is crucial as it allows the observer flexibility in the cutting and polishing angles, as well as well as flexibility in observation angles. These abilities are offered by no other commercially available tabletop sample preparation system, and are critical for preparation of the optical MEMS and NEMS systems conducted in the NIST CNST Optical MEMS and NEMS Laboratory. Leica Microsystems is the only contractor that can provide a mechanical sample preparation/target surfacing system with the required capability of flexible and precise mechanical sawing, grinding and polishing of crystalline microchips containing micro and nanofabricated devices while under observation through an optical microscope. Therefore, Leica Microsystems is uniquely qualified to provide the required mechanical sample preparation/target surfacing system. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. This requirement is expected to be awarded in February, 2014. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. (EST) on January 30, 2014. Inquiries will only be accepted via email to paula.wilkison@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
