Description
Procurement Plan for Upcoming Job Corps center operations, OA and CTS. The Department of Labor, Employment & Training Administration (ETA) administers the Job Corps program, which is a Government funded education and training program that helps young people learn a career, earn a high school diploma or GED, and find and keep a good job. For eligible young people at least 16 years of age that qualify as low income, Job Corps provides the all-around skills needed to succeed in a career and in life. Education, training, and support services are provided to students at 125 Job Corps center campuses located throughout the United States and Puerto Rico. In addition, two new centers, one in New Hampshire and the other in Wyoming, are currently under construction. Job Corps centers are operated for the U.S. Department of Labor by private companies through competitive contracting processes, and by other Federal Agencies through interagency agreements. 97of Job Corps' 125 centers (99 of 127 when including the centers in New Hampshire and Wyoming) are operated through contracts. ETA wants to ensure that it is soliciting proposals and awarding contracts that offer the best value to the Government in terms of technical solutions, past performance, and price. Therefore, ETA is releasing its plan for all upcoming procurements for Job Corps center operations, Outreach and Admissions, and Career Transition Services. ETA is releasing this anticipated plan for these procurements in order to give contractors the opportunity to review the plan and to provide feedback. Please be advised that this procurement plan is ETA's anticipated plan and is subject to change. Please also be advised that this exercise is aimed at obtaining contractor feedback regarding contractor's capacity to respond to the procurements as they are planned. As such, ETA seeks generalized feedback regarding matters such as: the maximum and optimal number of proposals that contractors can prepare and submit during any given month, the optimal length of time between RFP release date and closing date, and any other general factors that ETA should consider when planning procurements. ETA is not seeking, nor will it entertain contractor input regarding the release date, closing date or award date of specific procurements. Contractor feedback should be submitted to ETA's Office of Contracts Management (OCM). Feedback must be submitted in writing to JC.Lockbox@dol.gov. When submitting your feedback, please state " Procurement Planning " in the subject line of your email. All feedback must be submitted not later than 6:00 p.m. Eastern Time, January 31, 2014.
