The contracts will be awarded as firm-fixed-price Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts with a base period of one year and four one-year option periods. The MATOC is for construction and design-build efforts at the National Institute of Environmental Health Sciences in Research Triangle Park, North Carolina. Task orders for design only shall not be placed against the contract but Architect-Engineering services related to design-build task orders may be required. This procurement is being solicited to 8(a) firms that have a Certificate of Existence or Certificate of Authority on file with the North Carolina - Secretary of State. This is a requirement to perform work in the State of North Carolina. Only North Carolina District Office Participants or 8(a) firms that have been reviewed by the North Carolina District Office and approved as having a Bonafide Office in the State of North Carolina are eligible to response to this solicitation. An 8(a) firm that proposes as a Bonafide Office must maintain their Bonafide Office eligibility for the life of the contract. The acquisition will be conducted in accordance with FAR 15, Negotiated Procurement using the Best Value Trade-off Process. The Government will consider technical factors, past performance, and price as the basis for selecting awardees. The Government anticipates awarding contracts to those firms whose proposals are determined to be the most beneficial to the Government. Subsequent (individual) task orders will be awarded pursuant to FAR 16.505 - Ordering, and in accordance with the task order terms and conditions including the designated Statement of Work. NIH, ORF-OA intends to issue all documents to include amendments, clarifications letters and other applicable documents electronically. Offerors are solely responsible for obtaining solicitation documents from the Federal Business Opportunities (FedBizOpps) website (http://www.fbo.gov). Hard copies of the solicitation will not be provided. Offerors must be registered in System for Award Management (SAM), formerly known as the Central Contractor Registration (CCR), in order to be eligible to receive an award from this solicitation. Contractors may obtain information on registration and annual confirmation requirements via the SAM accessed through https://www.sam.gov. If submitting as a joint venture, the joint venture entity must be registered in SAM in order to be eligible to receive an award from this solicitation. The applicable North American Industry Classification System (NAICS) code for this acquisition is 236220 - Commercial and Institutional Building Construction. The small business size standard for this code is $33.5 Million in average revenue over the past 3 years. Prospective contractors are responsible for monitoring the FedBizOpps website for any changes or updates.
