- This requirement is for one (1), three (3) year Indefinite Delivery Indefinite Quantity (IDIQ) contract for the manufacturing of Reticle/Lens Assemblies. This IDIQ will have a minimum purchase of 150 each and a maximum purchase of 515 each over the three (3) year period. Tobyhanna Army Depot, Tobyhanna, PA 18466-5100, has a requirement for up to 515 each Reticle-Lens Assemblies (minimum of 150 each), Part Number: A3134050. The Reticle/Lens Assemblies will be manufactured per Government drawing specifications. The Reticle/Lens Assemblies will be used in the AN/TS3895A/UV Night Vision Goggle Test Sets. The Contractor will be required to test each Reticle/Lens Assembly, per Government specification, and provide the testing data on each Reticle/Lens Assembly delivered. The following Government Furnished Equipment (GFE) will be furnished to the Contractor in order for the testing to be completed: AN/TS3895A/UV test sets, Collimation Attachment, Diopter Scope, and Night Vision Goggles. In addition, each Reticle/Lens Assembly shall be free of material or workmanship defects for a period of one (1) year from the date of manufacture. An initial delivery of ten (10) each Reticle/Lens Assemblies will be required for First Article Testing (FAT) within fourteen (14) weeks from date of award. Upon approval of the FAT by the Government, the remaining 140 Reticle/Lens Assemblies shall be delivered at a rate of thirty (30) each per month until completion. All deliverable shall be FOB Destination: Tobyhanna Army Depot, Tobyhanna, PA 18466. All subsequent deliveries will be required at the rate of thirty (30) each a month. This acquisition is being conducted in accordance with FAR Part 15 - Contracting by Negotiations. The Request for Proposal (RFP), W25G1V-14-R-0009, will be issued on or about February 7, 2014 under Full and Open Competition; NAICS code is 333314, 500 Employees; Federal Supply Code (FSC) is 5855. Actual issue and due dates shall be established in the solicitation. All proposals submitted shall require a technical proposal describing the Contractor's capability to manufacture the Reticle/Lens Assemblies. In addition, recent and relevant past performance for same or similar requirements of manufacturing optical lenses demonstrating capability and successful performance on previous contracts will be required. DFARS 252.225-7001 - Buy American Act and Balance of Payments Program, will be included in the solicitation. The RFP will be available for download on the Federal Business Opportunities (FedBizOpps) page. Vendors requesting an electronic copy may download the RFP on or after the issue date at https://www.fbo.gov/. At Keyword/Solicitation Number, type W25G1V-14-R-0009 and click 'Search'. The solicitation will be issued electronically only. No paper or disc copies will be issued. It is the responsibility of interested sources to periodically access the internet site through closing to obtain any amendments which may be issued. All amendments must be acknowledged in the proposal. Any resultant contract will be Firm Fixed-Price, one (1) award. In order to be eligible for an award, all prospective offerors must be registered in the System for Award Management (SAM) and found to be responsible in accordance with FAR Subpart 9.1 - Responsibility of Prospective Contractors.
