- Attachment 3, Registration Form Attachment 2, Visit Request Attachment 1, ARTS-V2 Industry Day Schedule 1.0 NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to both announce an industry day to occur on 19 February 2014 and to determine potential sources for the development and production of the Advanced Radar Threat System- Variant 2 (ARTS-V2). 1.1 The purpose of this sources sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total small business set-aside. The proposed North American Industry Classification Systems (NAICS) Code is 334511 which has a corresponding size standard of 750. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled, Veteran-Owned, Hubzone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2.0 PROGRAM DETAILS: 2.1 The Advanced Radar Threat System (ARTS) is a pre-Milestone B program to develop and field high fidelity threat phased array radar for live, virtual, constructive (LVC) aircrew training for anti-access/area denial environments. ARTS will provide the advanced capabilities necessary to train aircrews in the employment of F-35 aircraft against foreign fielded live double-digit surface-to-air missile threat systems. The required capabilities include the replication of system radio frequency signals and waveforms, advanced self-protection capabilities, mobility, physical characteristics, and operational tactics, techniques, and procedures. 2.2 The ARTS program entails the development of a strategic long-range threat system (ARTS-V1) and a tactical short-range threat system (ARTS-V2) to present a complex training scenario for Combat Air Forces (CAF). Due to limited funding, the ARTS program initially focused on the strategic threat system, ARTS-V1. However, in 2013, the Department of Defense Test Resource Management Center secured funding for the Electronic Warfare Infrastructure Improvement Project (EWIIP), which includes the development of a nearly identical capability to ARTS-V1. Mr. Kendall, USD AT&L, in May 2013, assigned the Navy as the lead service for EWIIP and directed the inclusion of training capabilities to the maximum extent practical. Instead of duplicating efforts, the ARTS program intends to procure the resulting EWIIP system to fulfill ARTS-V1 for CAF training and refocus resources to ARTS-V2. 2.3 ARTS-V2 is a robust, ruggedized, mobile system. It will provide threat representative radar tracking and reactivity to include acquiring, tracking, and engaging multiple aircraft simultaneously with representative receiver/processor and electronic counter-countermeasure capabilities. The system radar signal will meet threat representative parametric data of the actual threat. Additionally, the system will provide threat representative full effective radiated power, replicate threat signals, antenna patterns, operational modes and threat tactics capabilities, and the capability to send real-time radar data to the Range Control Center (RCC) in conjunction with the range's Digital Integrated Air Defense System (DIADS)-controlled threat environment for processing and analysis. ARTS-V2 will provide multi-spectral threat representation. 2.4 The ARTS-V2 Technical Data Package (TDP) is planned to be a comprehensive source file capable of supporting re-procurement, re-manufacturing, operational mission requirements, and total organic system sustainment of both hardware and software. The Government intends to acquire data rights for the ARTS-V2 TDP at no less than government purpose rights as defined in DFARS 227.7103-5, DFARS 252.227-7013, and DFARS 252.227-7014 in order to maintain competition throughout the lifecycle. 3.0 INDUSTRY RESPONSE: The Government requests interested parties provide the following information. All information submitted shall be unclassified. Information submitted containing proprietary data should have the cover page and each page containing proprietary data clearly marked as containing proprietary data. Information submitted will be retained at AFLCMC/HBZCD and will not be returned. The Government requests the information be submitted in electronic format to Michael Anderson, michael.anderson.161@us.af.mil, no later than 12 March 2014. (The Government realizes that some companies have a lengthy review process for cost information being submitted to the Government; if that applies, the Government requests a cost-redacted response no later than 12 March 2014 and the remaining cost information submitted no later than 7 April 2014). 3.1 Business size and/or small business status for the NAICS code mentioned in paragraph 1.1. 3.2 A description of similar work performed for the Government and for commercial customers during the past three years. 3.3 Responses involving teaming agreements. These should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 3.4 Suggested revisions to the Government System Performance Specification (SPS) and other input to assist the Government in further defining the ARTS-V2 requirement. 3.5 A rough order of magnitude (ROM) addressing the following sections (each section should be contained in its own section of the ROM): 3.5.1 The first section of the ROM will address development and testing. The Government requests the ROM include hardware and software system-level estimate, notional schedule, and description of the fundamental approach to design (include hardware and software design approach), develop, test, and field one production representative ARTS-V2. Considerations presented should include major cost and schedule drivers, design trade space recommendations including potential for repurposing of existing systems or technologies, a confidence level for both cost and schedule, potential risks to cost, schedule, or performance, and identification of any items that would be considered a technical readiness level of 5 or lower as defined in the Technology Readiness Level Guidance dated April 2011. Provide a cost break-out based on government purpose data rights for technical data and software as defined in DFARS 227.7103-5, DFARS 252.227-7013, and DFARS 252.227-7014. 3.5.2 The second section of the ROM will address production. Estimates should break out production levels of 1-5, 5-10, and 10-15 systems. Considerations should include major cost and schedule drivers, a confidence level for both cost and schedule, and potential risks to cost, schedule, or performance. 3.5.3 The final section of the ROM will address multi-threat simulator design considerations. The Government is considering designing this system to simulate two specific additional threats. Threat "C" will be the primary threat (threshold), threat "G" will be secondary (objective), and threat "A" will be tertiary (objective). Threat "G" is still in development and will drive open system architecture design considerations for threat "C" development. Threat "A" is only desired to provide a threat accurate signal in space using threat "C" hardware, and will not require threat representative antenna patterns or full effective radiated power. The Government requests participants discuss the impacts to the ARTS-V2 design and development based on this information. This should include adjustments to the ARTS-V2 development cost estimate, notional schedule, and fundamental design approach. Considerations should include major cost and schedule drivers, any performance tradeoffs that might result in attempting to simulate these multiple threats on the same system, a confidence level for both cost and schedule, the use of systems, subsystems, and/or parts that could be common to all threats identified (i.e. common antenna, common software modules, common vehicle, etc.) to minimize future multi-threat radar development costs, potential risks to cost, schedule, or performance, and identification of any items that would be considered a technical readiness level of 5 or lower as defined in the Technology Readiness Level Guidance dated April 2011. Threats "C", "G", and "A" are defined in the ARTS-V2 SPS classified appendix. 3.6 A one page graphical summary chart summarizing the system design, cost, and schedule. 3.7 Interested parties are expected to request a copy of the unclassified draft ARTS-V2 SPS and draft ARTS-V2 SPS classified appendix via email to Michael Anderson, michael.anderson.161@us.af.mil, to assist in providing the response requested above. The unclassified draft ARTS-V2 SPS will be emailed to respondents. As the SPS appendix is classified, please include in the email request your official company name, cage code, company address, and secure mailing address. The Government will verify your facility's security. Prior to any classified mail being sent, the Government will provide a DD-254 via email for your compliance. The Government will then send the classified information on CD to the secure mailing address. Note: The draft SPS and SPS appendix will not be complete until 24 January 2014; those requesting the draft SPS should not anticipate receiving it until after 24 January 2014. 4.0 INDUSTRY DAY: 4.1 The Development Section of the Combat and Mission Support Branch (ARTS program office), AFLCMC/HBZCD, Hill AFB, Utah is holding an industry day 19 February 2014 for parties interested in the design, development, and production of ARTS-V2. The purpose of the industry day is to provide additional information and responses to questions regarding the performance data, specifications, and other information pertaining to ARTS-V2 to interested parties. The industry day will consist of a general session and 15-minute break out sessions for each interested party as illustrated in the industry day schedule, attachment 1. The general session will consist of briefings by the Government. There will be no briefings from interested parties (rather, the Government requests interested parties to submit their qualifications and ideas following the instructions provided in section 3 of this synopsis). Questions will be allowed; however, the Government requests interested parties make an effort to submit questions prior to the industry day, by 12 February 2014, to allow the Government to respond more effectively at the event. The break out sessions are intended to be a two-way dialog between interested parties and the Government; the Government does not expect any capability briefings during these sessions. The break out session portion of the schedule will be populated in the order that registration forms (addressed below in section 4.2) are received; the schedule will be periodically updated and reposted to FBO leading up to the industry day. 4.2 All participants attending the industry day sessions must possess a current secret security clearance. Each participant must process a visit request via JPAS prior to the event; instructions are provided in attachment 2. Attendees' security status/visit request status will be verified prior to beginning of Government briefings. Each party will be allowed a maximum of four attendees and must complete the registration form in attachment 3 and submit it to Michael Anderson, michael.anderson.161@us.af.mil, no later than 9 February 2014.
