- This is not yet funded and no action will be taken until funding is received. This pre-solicitation is strictly to seek interested party in anticipation of funding and urgency of requirement. This requirement is subject to cancellation at any time. •1. SITE LOCATION : Homestead Air Reserve Base (HARB), Florida. •2. WORK DESCRIPTION : • Perform an acoustical leak detection of the HARB domestic water grid, Facility 4662, consisting of approximately 73,400 LF of water mains, service lines and associated fire hydrants and valves. Tests shall include all building water service lines up to the point on entry, including fire suppression service pipes fed directly from the domestic grid. (Two separate tank-fed high-pressure fire suppression pipe systems are not included in this scope of work.). Deliverables shall include spray paint markings on suspected leaks locations where such locations can be estimated within 10 LF, and a digital (PDF or Word) and one hardcopy report. At minimum, the report shall include a table of contents, company contact information, technician qualifications and one page for each leak showing a marked map location and the estimated leakage rate in gallons per day.. A digital base water map will be provided with various layers that can be turned on and off for added details at higher magnification.. The testers shall be required to take and pass an on-site flightline driver's course in order to safely access base areas under control tower ground control before performing testing in these areas. Base operations or base communications shall issue a radio while on-site.. Contractors personnel coming on base shall be required to submit personal information at least 72 hours in advance to obtain pass and ID, subject to background investigation. Failure of the contractor to provide qualified personnel that can obtain a pass & ID will be considered a breach of contract.. PERFORMANCE PERIOD : All Contractor work shall be accomplished within 14 calendar days after the notice to proceed, including any time for submittals and shipping and handling of equipment.. CONTRACTOR QUALIFICATIONS : The contracting firm shall be regularly employed in leak detection of underground water systems as evidenced by a minimum of three successfully completed contracts for the same within the last calendar year from local, state or federal contracts, or subcontracted by large utility firms. Technicians shall have had successful hearing test qualifications within the last year of contract award. Contractor personnel will possess any certifications required by federal, state and local regulations to perform the work.. LANGUAGE : All on-site technicians shall be conversant in English.
