- This project is a Miscellaneous Environmental Resource Services Single Award Indefinite Delivery and Indefinite Quantity for Civil Works, Military and Work for Others in Southern California, Southern Nevada, Southwestern Utah, and Arizona, and All Regions Served by the Los Angeles District of the South Pacific Division of the U.S. Army Corps of Engineers. Description of Services The Contractor shall provide or obtain professional expertise in all pertinent disciplines, research facilities, equipment, materials, and labor to provide the environmental resources services described in the scope of work contained in individual delivery orders issued by the Contracting Officer. The work to be performed under this contract is focused on development of environmental/ecosystem restoration including site design, plant propagation, implementation of site design, development of success criteria, monitoring and adaptive management. It also consists of a variety of miscellaneous environmental studies, restoration/mitigation services, and monitoring and mapping services in support of environmental restoration or mitigation and resource planning studies, operations and maintenance actions, and Civil Works, Military, and I&IS activities, including Construction and Ecosystem Restoration. These services may include provision of complete planning documents requiring plan formulation for water resources development projects ; development of NEPA/CEQA documentation and support documentation such as surveys or studies including, but not limited to, physical environments, recreation, master planning, cultural resources, social systems, water quality & resources, land use, air quality, noise, transportation and utilities, aesthetic analysis, and cumulative effects; Biological Assessments and various permit applications; project alternatives development and evaluation; database development and GIS services; and alternative site design, site preparation, plant propagation, monitoring and adaptive management plans, and implementation and monitoring of restoration/mitigation sites. The work may also include development of mitigation, monitoring, and adaptive management plans and species-specific biological survey. Other investigation, analysis, and documentation necessary to support National Environmental Policy Act (NEPA) and other applicable laws and regulations, such as, but not limited to the Clean Water Act, the Coastal Zone Management Act, the Endangered Species Act or the California Endangered Species Act (CESA), the Clean Air Act, and the National Historic Preservation Act. The geographical areas specifically include Southern California, Southern Nevada, Southwestern Utah, Arizona and all other areas served by the South Pacific Division. Most work will be within areas served by the Los Angeles District (central and southern California, Arizona and southern Nevada). Specific Analysis and Report Services required under this contract include, but are not limited to: oVegetation Type and Habitat Mapping oEnvironmental habitat evaluation procedures such as HEP, HGM (Hydrogeomorphic Assessments), Combined Habitat Assessment Procedure (CHAP), California Regional Assessment Model (CRAM), HEAT, and other habitat assessment procedures such as Best Professional Judgment Procedures. oInvestigation of site characteristics. oDevelopment of alternative environmental restoration designs using both passive and active restoration techniques, as appropriate. oAbility to assess and develop restoration/mitigation plans for specific sites and environmental conditions. Specific sites are to mimic the natural vegetation type patterns and conditions for long-term sustainability. Restoration plans should include the ability to illustrate knowledge and experience with a diverse array of vegetation types within the service area. Development of site appropriate plant palettes Seed banking and plant propagation. Site preparation to include non-native vegetation removal. Site design and implementation to include irrigation, grading, planting, mowing, and weed control to establish microhabitats. Development of success criteria, mitigation and monitoring plans for restoration and mitigation sites in accordance with established Corps criteria oDevelopment of implementation guidance, and best management practices, BMPs. oDevelopment of Adaptive Management Plans for small- and large-scale restoration and mitigation sites. oDevelopment of monitoring reports and other reports. oGIS Services including the collection, organization and creation of surveys and maps to aid in defining conditions. The products produced include maps, geodatabases, and spatial analysis as appropriate to characterize conditions. Database development and GIS Services to federal standards, to include but not limited to creation of land use and habitat maps; figures displaying project alternatives, mitigation sites and other project details; locations of sensitive species/resources; and other relevant information; oSite-specific biological resources field examinations, literature searches, studies, mapping and reporting; and species-specific biological survey by qualified, permitted personnel. THIS IS A 100% SMALL BUSINESS SET-ASIDE REQUEST FOR PROPOSAL (RFP), Best Value Trade- Off procurement. Both a technical and a price proposal will be required. The Technical Evaluation Factors for this procurement are Section M, entitled Evaluation Factors for Awards. Evaluation factors may consist of the following: Experience on Similar Contracts; Past Performance; Technical Merit Approach, Methods, and Procedures; and Corporate Management Structure. The aforementioned evaluation factors may not be all inclusive. It is the Government's intent to award based on initial offers without discussions; therefore, the offeror(s) shall provide their best technical and price proposals. Award is for Miscellaneous Environmental Resource Services and Restoration/Mitigation Services for one base year with up to two (2) additional option years of service. The North American Industry Classification System (NAICS) code 562910, Environmental Consulting Services, $19,000,000.00 average annual gross revenue for the last three (3) fiscal years. Estimated cost range of the project is between $1,000,000.00 and $7,000,000.00. This Procurement will be conducted under FSC CODE: B510 (Special Studies/Analysis- Environmental Assessments).
