- Synopsis The Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAWCWD) intends to negotiate an award for a single order Cost Plus Fix Fee (CPFF) contract using other than full and open competition. Negotiations will be conducted with L-3 Communication Systems-West (L3-CSW), located at 640 North 2200 West, Salt Lake City, UT 84116 for the procurement of Program Management and Systems Engineering for the AEA Division Advance Technology Group. As identified, the contractor shall provide research, prototyping, engineering, test and system analysis in support of: • Knowledge Product - adaptive EW reasoning software agents providing command & control (C2), adaptable mission prioritization, real-time situational awareness (SA), target ambiguous resolution/classification algorithms, target/spectrum de-confliction, and real-time EA mission effectiveness optimization. • Universal Control Module - an open architecture net-enabled modular hardware payload design providing rapid technology insertion with dynamic reprogramming and upgrading capabilities utilizing Government owned interfaces and standards. • Net-Centric Coordination Waveform - Real-time coordination and synchronization waveform used to provide a distributed, collaborative mechanism to exchange threat information and distribute attack plans. • Advance Signal Analysis and Electronic Attack techniques - advance algorithms to extract information about the radar pulse including pulse width, repetition time, operating frequency, Digital Radio Frequency Memory (DRFM) type EA techniques and an emitter localization algorithm based on time-difference of arrival (TDOA) measurements. The estimated effort for Program Management and Systems Engineering consists of 29,395 hours covering the span of 5 years (1 base year with the possibility for 4 option years if exercised). L3- CSW is the sole designer and developer of the software framework for which the system architecture will be built upon; and, only firm which possesses the knowledge and experience required to design, develop, integrate, and test the hardware, software, firmware, instrumentation and control software and system integration test tools. This notice of intent is not a request for competitive proposals; however, any firms believing they can fulfill the requirements mentioned above may submit a written response, which shall be considered by the agency. The written response shall reference solicitation N68936-13-R-0081 and clearly show the firms capability, background, experience and assets necessary to perform the required work tasks mentioned above without compromising the quality, accuracy, reliability, and delivery of the products.
