- The U.S. EPA, National Vehicle and Fuel Emissions Laboratory (NVFEL) located in Ann Arbor, Michigan intends to negotiate on a sole source basis with Sierra Instruments to re-commission and upgrade EPA owned Sierra Instruments BG-2 Partial Flow Particulate Sampler to the capabilities of the latest Sierra Instruments BG-3 Particulate Partial Flow Sampling System under the authority of FAR Part 6.302-1. This requirement will utilize FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures. This upgrade to the BG-2 Particulate Partial Flow Sampling System will incorporate any additional requirements to make the functionalities equivalent to the BG-3 Particulate Partial Flow Sampling System. The upgraded unit must meet 40 Code of Federal Register (CFR) Parts 1065, 86, & 89, as well as ISO 8178 and ISO 16183. The contractor shall replace the existing obsolete system computer with an industrial grade computer with at least a Pentium 4 processor, 512 MB RAM, hard drive, USB Ports, Read/write CD drive and a 15 inch flat screen monitor with keyboard. The software shall be upgraded to include full calibration capability and graphing of individual measurements. The upgraded software shall provide for setup of test parameters, calibration of the system and display of parameters in real time. The Input/Output (I/O) system shall be replaced with new hardware that is compatible with upgraded BG-3 software. These unique capabilities are essential for performance because the proprietary micro-dilution tunnel is the key piece of technology used in this PM sampler. Work conducted at EPA shall be performed during normal working hours. Sierra Instruments is the only known source able to re-commission and upgrade current Sierra Instruments equipment. THIS NOTICE IS NOT A REQUEST FOR QUOTATION. However, any firm believing itself capable of re-commissioning and upgrading Sierra Instruments equipment may submit technical documentation to establish their capability. Such documentation must be submitted to the Point of Contact within 15 calendar days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
