Request for Information T-38 Quick Disconnect Coupling Assembly(PN 50501, NSN 4730-842-7551-XE, PN 50302, 4730-817-9896-XE) This announcement constitutes an official Request for Information (RFI). This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the government. 1. Purpose: The purpose of this RFI is to gather comments and identify potential sources for a T-38 quick disconnect coupling assembly, which is a Critical Safety Item (CSI) and must be manufactured by qualified government sources. 2. Background: The T-38 System Program Office (SPO) of the Trainer Aircraft Sustainment Squadron at Ogden Air Logistics Center requires industry response regarding capabilities, experience, and qualifications to evaluate critical safety item: T-38 Quick Disconnect Coupling Assembly, PN 50501, NSN 4730-00-842-7551-XE, and PN 50302, 4730-00-817-9896-XE. 3. Scope of Task: Complete background analysis of existing data and determination of where the current design is not adequate. This will include: • Review of technical orders and REMIS data to determine the root cause of the relatively high cost of maintaining the Quick Disconnects, • Examination of used Quick Disconnects s taken from in-service aircraft, • Analysis of the mounting setup and geometric constraints of the interfacing structure and flight, hydraulic, and vibration loads to determine if improvements could be made to increase the Mean Time Between Failure (MTBF) of the components, • Analysis of Maintenance (MX) practices to determine if the Quick Disconnects are being damaged when the aft fuselage is being removed/installed from the center fuselage. • Provide recommendations based on data collected where improvements can be made to include potential replacement parts if deemed necessary. 4. Information/Format: Potential suppliers willing to become a qualified source must be able to submit a Source Approval Request (SAR). Potential offerors are requested to provide information on relevant history and evidence of past performance/capability to satisfy this type of requirement, to include the NSN or PN (if existent). The Air Force is expecting this latter requirement will demonstrate the offeror's infrastructure and integration capability exists to provide all aspects of this task to include but not limited to the following: • Manufacturing aircraft components • Previous Government qualification/approval/contract by similarity • Class 1A casting capable/experience • Other pertinent data concerning your qualification to manufacture the required item. Please submit electronically your response in an executive summary format not to exceed 5 pages. If your response includes information you consider proprietary, please mark the information in accordance with regulatory guidance. Please do not include company brochures or other marketing information. Final vendor RFI responses are due by midnight 28 Jan 2014. The government does not intend to make an award on the basis of this RFI or otherwise pay for the information solicited herein.
