- 1.This Sources Sought Notice (SSN) ONLY and is not a Request for Proposals (RFP) or a commitment by the US Government. Interested parties are invited to submit a capabilities statement indicating their ability to provide the product described herein. The US Army is looking for a source to provide a Cardiopulmonary Resuscitation (CPR) Training Cart to the Veterans Health Administration (VHA) personnel, in support of the Resuscitation Education Initiative (REdI) Program. The anticipated requirement NAICS Code: 339113 - Surgical Appliance and Supplies Manufacturing. It is anticipated that the contract type will be Firm Fixed Price (FFP). SECTION I - Sources Sought Notice A.Requirement Information. The Veterans Health Administration (VHA) is standing up a CPR Training Program within the Veterans Affairs Medical Centers (VAMCs). A key part of that curriculum is the ability to train and certify CPR procedures on infant and adult manikins. The manikin will be placed on a mobile training cart and moved from station to station within a VAMC without incurring time delays for set up and tear down. VHA Providers will practice and certify their Basic Life Support (BCLS) and Advanced Cardiovascular Life Support (ACLS) skills while the manikins are on the mobile CPR cart. B.Critical Requirements. The following system requirements have been identified as critical and must be demonstrated/addressed during vendor product demonstrations: 1.The System must have a CPR work surface that is large enough to accommodate an Infant CPR manikin or Adult upper torso CPR manikin (at least 30 quote mark x25 quote mark CPR work surface). 2.The System CPR work surface must have a pad that is non-skid and compressible (i.e, like a firm patient bed surface). 3.The System must have a CPR work surface between 23 and 28 inches height above floor, including wheel height. Desirable, but not mandatory, that the CPR work surface height be adjustable. 4.The System must have a separate laptop shelf between 30 and 34 inches height above floor, including wheel height, with power strip for laptop plug-in. Surface must be none-skid for the computer. Desirable, but not mandatory, that laptop shelf height be adjustable. 5.The System must have an enclosed storage space (e.g., large drawer, enclosure with door, etc.) for CPR training accessories (i.e. Bag Mask Valve, etc.). 6.The System must have Omni-directional, lockable, rubber grip, 5-inch diameter, or larger, wheels. Wheels must provide stable platform regardless of floor surface. 7.System must be constructed of Chrome, Stainless Steel, or Baked Enamel frame and shelf spaces. 8.System must withstand daily CPR procedures training (i.e., chest compression forces of 50 kg) with the cart remaining stable and without resulting in damage to the cart. 9.The minimum quantity for the Mobile CPR Training Carts is 200 with a maximum quantity of 1,500. 10.The System must have a storage space for 4 leg step stool, dimensions 14 1/4 quote mark x 9 quote mark x 11 1/4 quote mark. C.Assumptions and Expectations. Responders are advised that the US Government will not reimburse any contractor for any information or administrative costs incurred in the response to this SSN: all costs associated with responding to this SSN will be assumed by the interested party. Not responding to this SSN does not preclude participation in any future RFP or other solicitation, if any is issued. This is a market survey, not a pre-solicitation notice. There is no formal solicitation available at this time. No award will be made as a result of this market survey. If a formal solicitation is generated at a later date, a solicitation notice will be published. The government reserves the right to reject, in whole or in part, any private sector input received as a result of this market survey. Firms/companies are invited to indicate their interest and capability to satisfy the above requirements by submitting a capabilities statement limited to 5 pages of text (including line drawings, diagrams, or pictures) identifying and describing the following: 1.Company Name 2.Company Address / Country Represented / Website 3.
