- The purpose of this sources sought notice is to conduct market research to determine if responsible sources exist and to determine if this effort can be competitive. Additionally, the results of this research will help the Government determine if this requirement can be set aside for small business. The proposed North American Industry Classifications System (NAICS) code is 541380 - Acoustics Testing Laboratories or Services. This NAICS code has a corresponding size standard of $14M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all businesses to include; Large Business, Small Business, 8(a), Service Disabled Veteran Owned, Hub Zone, and Women Owned small business concerns. The Government requests that interested parties respond to this notice and identify small business status according to the identified NAICS code. Additionally, identify any anticipated teaming arrangements, along with a description of similar services performed for the Government or private sector customers in the last three years. Any responses involving teaming arrangements should delineate what work will be accomplished by the prime contractor and what will be performed by any subcontractors. The Ogden Air Logistics Center, Air Force Materiel Command, Hill AFB is seeking sources to provide support for the 75 CEG/CEU for acoustical measurement and analysis services during detonation/disposalactivities at the Utah Test and Training Range. The scope of this project includes the following: 1. Monitoring of near field (<10 miles) acoustic, infrasound, and pressure impacts generated by the open detonation of missile motors. 2. Monitoring of far field (>10 miles) acoustic, infrasound, and pressure impacts generated by the open detonation of missile motors. 3. Analyzing data from the open detonation of missile motors to evaluate the efficacy of the Sound Intensity Prediction System (SIPS) in predicting long range sound impacts, protecting the public from experiencing excessive noise, and complying with permit conditions related to noise monitoring and mitigation for the disposal of large missile motors. SIPS was developed by the US Navy and is maintained by the Naval Surface Warfare Center - Dahlgren Division. (NSWC-DD) 4. Provide recommendations to NSWC-DD for the upgrading and operation of the SIPS program in support of planned missile disposal activities on the UTTR. This announcement is for information and planning purposes only. It does not constitute a Request for Proposal (RFP) and is not to be construed as a commitment by the U.S. Government. No contract award will be made as a result of this sources sought synopsis. This request for Sources Sought is for planning purposes only and shall not be considered an invitation for bid, request for quotation, request for proposal, or obligation on the part of the Government to acquire any products or material. If the Government decides to conduct procurement as a result of your submissions, a separate pre-award synopsis of that procurement will be posted to FEDBIZOPPS.
