- 11GJQ97_spec note This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. This is a synopsis for Interim Sustainment Support (ISS) for the Target Sight System (TSS) for a period of 5 years. The specific ISS requirements are depot level repairs, spares and repair parts, functional test equipment, organizational and intermediate level consumable, functional test equipment maintenance, and sustaining support to included technical publication updates, computer resources, program related logistics and engineering technical support. The TSS is a night vision system on the AH-1Z helicopter. Crane Division, Naval Surface Warfare Center has a Basic Ordering Agreement (BOA) in place that was issued on a sole source basis to Lockheed Martin, Corporation, Lockheed Martin Missiles and Fire Control, 5600 West Sand Lake Road, Orlando, Florida. The basis for restricting competition is the proprietary information/data rights owned by Lockheed Martin, duplication of costs to the Government that is not expected to be recovered through competition, and unacceptable delays in fulfilling the agency's requirement through any other source. The government does not own complete level three drawings or data rights for the TSS. Contractors must be properly registered in the Government System for Award Management database (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220, or via the Internet at www.sam.gov. Contract/Ordering period is for a 5-year period from award date of contract. Delivery will be specified in individual orders. Delivery required F.O.B Destination: NSWC-CD, 300 HWY 361, Crane, IN 47522-5001. DPAS rating is A-70. Interested parties contact the POC below. A contract with cost and fixed price orders was awarded. The contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after the date of publication of this synopsis, will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services.
