Description
NOTICE OF SOURCES SOUGHT The Washington Headquarters Services/Acquisition Directorate (WHS/AD) is seeking sources doing business in North American Industry Classification System (NAICS) code 541512 - Computer Systems Design Services in assisting the Office of the Deputy Under Secretary of Defense, Installations and Environment (ODUSD (I&E)), Business Enterprise Integration (BEI) Directorate. The objective of this source sought is to find potential sources that provide geospatial mapping and analytic capabilities to DoD staff, specifically focused on I&E functions but also supporting Personnel & Readiness, Reserve Affairs, Legislative Affairs, and Policy. Responses from all qualified and experienced sources including small businesses, 8(a) small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, and Women-owned small businesses are encouraged to respond to the Notice. DISDI Program technical support functions include data and systems architecture configuration management in alignment with the National System for Geospatial-Intelligence and the DoD Business Enterprise Architecture, web development, business process re-engineering support, development of requirements for geospatial information & services, oversight of the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) and its implementation, oversight of the SDSFIE Metadata Foundation profile (SMF) and its implementation, advanced geospatial analysis and product development, database and data catalog management, and imagery and elevation data requirements development and data dissemination. The ideal provider must demonstrate depth of experience with implementing SDSFIE as well as geospatial metadata. The potential sources should have specific depth of knowledge of the standards listed in the registry of the National System for Geospatial Intelligence (NSG Standards Registry), specifically the applicable geospatial data standards issued by the International Organization for Standardization (ISO) Technical Committee 211 (TC 211) such as ISO 19109, 19113, 19114, 19115, 19139, ISO 19157, and standards issued by the Open Geospatial Consortium, Inc. (OGC) such as Geography Markup Language (GML) and CityGML. In addition to proficiency with all MS Office software, the potential sources must demonstrate high proficiency with commercial-off-the-shelf (COTS) GIS software (e.g. ESRI ArcGIS, ERDAS Imagine) as well as a demonstrated ability to develop customized code using the ESRI ArcGIS 10.x software package (typically using Python and Visual Basic). The potential sources should also be proficient with open source and Government developed software which is commonly used to develop and test data schemas, develop standards and provide testing or validation of schema compliance (e.g. XMLspy, Rational Rose or similar UML and XML encoding tools, Enterprise Architect, MS SQL, MySQL, Python, etc.) The capabilities' statement should include recent and relevant contracts (last 3 years), including the dollar value, period of performance, and scope of the work.
