- Please review Statement of Work and use Attachment 1 to establish price list. The Air Force Test Center, Operational Contracting Division, Eglin AFB, Florida intends to solicit and issue a single or multiple Blanket Purchase Agreements (BPAs) to a small business set aside to provide complete sports officiating services, as prescribed in the Statement of Work below. The required sports are: Volleyball, Basketball (to include score keeper and timer service), Softball, Soccer, and Flag Football. Period of performance is for one base year with up to four optional years. This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format found in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The announcement number is FA282314A3002. The North American Industry Classification System (NAICS) code for this acquisition is 713940 with a Small Business dollar standard of $7.0 million. Please identify your total business size in your response based upon this standard. Evaluation will be based on Lowest Price Technically Acceptable; evaluation criterion is based on the lowest price-list established from Attachment 1, in the Statement of Work, to meet the minimum number of officials to officiate the scheduled sporting events; sport officials for specific sporting events may be considered if they meet the government's need and price. The government reserves the right to award a single or multiple BPAs to meet the requirement. Requirement: CLIN0001: Base Year. CLIN0002: Option Year 1. CLIN0003: Option Year 2. CLIN0004: Option Year 3. CLIN0005: Option Year 4. Statement of Work for Eglin Air Force Sports Program Descriptions/Specifications 1. Scope of Contract: To provide complete sports official service (to include score keeper and timer service for Basketball). The following are sports normally provided (Volleyball/ Basketball/Softball/ Soccer/ Flag Football) in support of the Eglin Air Force Base Sports Programs. Period of performance one base year plus four optional years. 2. Contract Responsibilities: In support of the Eglin Air Force Base sports program, the contract shall provide officials as follows: 3. Validation of National Certification and Training a. The gaining Official Association will ensure all officials are properly certified and trained by the respective sport National Governing Body. Eglin normally governs sports competition by National Collegiate Athletic Association (NCAA) or the National Federation of High School (NFHS). Prior to start of each sport the association will submit certifications and officials' names to the Eglin Fitness Center to be kept on file. b. The Commissioner from the Association shall provide an onsite Quality Assurance report twice for the each sport and provide the Fitness Center the report on the officials and the progress they have made. c. Ensure officials are certified by the National governing body and the gaining official association will submit their training plan to the Fitness Center every fiscal year. 4. Game Cancellation and Termination: a. If there are any cancellations, a notice must be provided to the gaining Association assignor at least 2 hours prior to the scheduled match time and no fees will be paid. If the notice is less than 2 hours then there will be a payment made.(NOTE: it is the commissioner's/designee's responsibility to contact officials on cancellations or game schedules) b. If the officials arrive to a match and there was a forfeit or the game was canceled and there were no notice, there will be a payment made for that game. If there are any other games canceled after the first game no payment will be made for those games. c. If a team has insufficient players at the time of the match come game time, a 5 minute leeway will be given. If after the 5 minute leeway, there are still insufficient players, the game is forfeited and the game fee will be paid. d. After the match has started, the match fee will be paid regardless of the reason for the cancellation/forfeiture/termination of the match if more than 5 minutes. e. If the last game of the night is canceled or forfeited within the first 5 minutes from official game start time, no fee will be made. f. If there is 10 minutes left of regular game time and the command post has not called all clear on unsafe weather conditions, the game may be cancelled by the officials. Fees will only be paid for those games already played or started and not for any other games that follow if they are cancelled due to weather. g. If the gaining Official Association cannot provide an official, no fee will be charged and the association assignor will endeavor to provide at least one day advance notice. h. If an official is late more than 15 minutes, they will not be paid for that match. 5. Provide cost of Soccer official services based on the following criteria for base year 2014 and four option years. a. 7 Versus 7 (Small Sided) matches will not exceed 7 players per side. Match duration is not to exceed 50 minutes (25 minutes per halve). Matches will be officiated by one official consistent with established Eglin Air Force Base Soccer By-laws. Soccer Officials required 1 official per game. Note: Normal schedule 2-3 games per day; Monday through Thursday each week. There is a possibility games could be played on Fridays if needed. Normal season takes place Feb through May of each year. Times and season will be subject to change based on mission priorities and field conditions. b. 11 versus 11 (Full Sided) matches will not exceed 11 players per side. Match duration is not to exceed 60 minutes (30 minutes per halve). Matches will be officiated by three officials consistent with established Eglin Air force base Soccer by-laws. Soccer Official required 3 officials per game. Note: Normal schedule 2-3 games per day; Monday through Thursday each week. There is a possibility games could be played on Fridays if needed. Normal season takes place Feb through May of each year. Times and season will be subject to change based on mission priorities and field conditions. 6. Access to Base a. Base Contracting with coordination with Eglin Fitness Center is responsible for coordinating access to Eglin AFB for those officials who do not have base access credentials. b. The gaining Official Association will provide the names of officials who do not have access and any other required information to the Eglin Fitness Center at least two weeks prior to the start of the season. c. The Official Association will provide the Eglin Fitness Center the names of any new officials and give two weeks for those officials to gain access to the base.
