Statement of Work for PreQualification VPU Summary of Actions VERTICAL PIPE UNIT (VPU) REMEDIATION SCOPE OF WORK GENERAL Washington Closure Hanford LLC (WCH) manages the River Corridor Closure Contract at the U.S. Department of Energy's Hanford Site in Southeastern Washington State. The WCH Project Team is responsible for safely cleaning up and taking down hundreds of excess facilities, cleaning up waste sites, burial grounds and placing deactivated plutonium production reactors in interim safe storage. One of the methods used for waste disposal at the 618-10 and 618-11 Burial Grounds was the Vertical Pipe Unit (VPU). The first generation (a.k.a., pipe-style) of VPUs were simply pipes, 10- to 12-in diameter and 10- to 15-ft long, buried vertically; the pipes may be corrugated steel culvert or schedule-40 steel pipe. The second generation (a.k.a. drum-style) of VPUs were 22-in diameter, 15-ft long waste receptacles constructed by welding five 55-gallon bottomless drums together end-to-end and burying them vertically, separated by approximately 10 feet on center. The 618-10 Burial Ground contains approximately one hundred (100) VPUs (uncertain mix of pipe-style and drum-style). The 618-11 Burial Ground contains fifty (50) VPUs (all drum-style). This procurement will be for the 618-10 Burial Ground only. The 618-10 and 618-11 Burial Grounds received low- to high-activity waste (e.g., fission products and some plutonium-contaminated waste). Most of the waste originated at the 300 Area laboratory facilities. Historical documents indicate that shielding materials (i.e., concrete and soil) were added to the VPUs, as necessary, to reduce dose rates over the openings. Historical documents also indicate that the VPUs were backfilled with sand and capped with concrete after the VPUs stopped receiving waste, and were covered with approximately 2-ft of soil when they were closed. An additional 2-ft of topsoil was later added to each site for surface stabilization. In general, the process for VPU remediation under this anticipated Subcontract will be as follows:  Installation of a 48-in diameter, 0.5-in thick steel over-casing around a VPU (surrounding the VPU and incorporating an annulus of native material).  Augering the material within the casing using a 42-in auger advanced slowly down through the material in the over-casing. This activity will include the use of an Auger Tool Enclosure (ATE) attached to the top of the over-casing to control dust and spread of contamination. The primary objectives of this processing are to: (1) breach all containers and to ensure that no free liquids and no voids are present, and (2) size-reduce all material within the steel casing to facilitate removal.  Characterization will be performed for radiological determination of the waste; that is, to determine if material meets the Waste Acceptance Criteria (WAC) for disposal at the Environmental Restoration Disposal Facility (ERDF). Material that does not meet the ERDF WAC, will be suspect transuranic (TRU) waste. Retrieval and disposal of the augered waste is not part of this Subcontract. Proof of concept testing has previously been performed for augering drum-style VPUs. Full-scale mockup VPUs were installed in simulated Hanford soil. Then over-casings were installed and augering was performed. Results of this testing were successful in meeting objectives of breaching all containers and achieving adequate size-reduction for retrieval. WCH estimates the value of this Subcontract is twelve million dollars ($12M). WORK INCLUDED The Subcontractor shall furnish all management, supervision, labor, facilities, equipment, tools, consumable supplies, permits, licenses, certifications, and otherwise do all things necessary to provide equipment and services that are compliant with the resulting Subcontract. Unless otherwise noted, all work is to be performed at the 618-10 Burial Ground located approximately eight (8) miles north of the city of Richland, WA. Specific activities include, but are not limited to:  Perform training using a VPU mock up facility provided by WCH to gain proficiency in the process  Work with WCH to obtain a "Notice to Proceed" from the Department of Energy.  Procure, transport and off load at the 618-10 Burial Ground approximately one hundred (100) 28.5 feet long, 48 inch diameter half inch wall thickness overcasings  Provide and use equipment (Bauer BG24H drill rig and Bauer 42-in stabilization auger) that matches the VPU Remediation System Design.  Provide certified crane operators and crane and rigging to support the lifting and installation of the overcasings.  Install the over-casings  Auger the VPUs - Provide in accordance with VPU Remediation System Design  Operate the dust control system (pump skid attached to the ATE) and a high efficiency particial air (HEPA) unit provided by the Subcontractor.  Perform decontamination activities as necessary to control the spread of contamination.  Follow the requirements of the Contractor's work control system, radiological program, industrial hygiene program and industrial safety program.  Follow all the rules and regulations associated with working a hazardous waste site that is classified as a Category 3 Nuclear Facility. Following an expected Subcontract award in the summer of 2014, a mobilization and training period will follow. During this time all require submittals and preparation will be done to support release to perform work. A formal readiness assessment, when complete, will give the approval to perform the remediation work. Remediation is anticipated to begin in the spring of 2015, pending direction from the Government. VPU REMEDIATION OFFEROR REQUIEMENTS Offerors will be required to show evidence of meeting all of the following requirements if invited to submit a Proposal. Failure to meet all requirements, at any time, may deem Offeror as not qualified. 1. This procurement will be full and open competition for all size of business. As part of the full and open competition, Large Businesses will be required to submit a Small Business Subcontracting Plan as part of their proposal. 2. Potential Offerors must have five (5) years' experience in performing drilling with two (2) years specifically associated with a Bauer BG24H drill rig. 3. Potential Offerors including all members of the Primary Subcontractor's team must not have safety ratings for the previous two (2) years that exceed the following Experience Modification Rate (EMR): Interstate EMR 0.9 State EMR: 0.9 The CONTRACTOR may consider Offerors with EMRs above 0.9 in instances where it appears to the CONTRACTOR that the EMR resulted from an isolated incident with extenuating circumstances and where the Offeror has remedied the situation. The CONTRACTOR would use the facts and circumstances of the incident to determine if the CONTRACTOR would be able to award the subcontract to an Offeror with an EMR above 0.9. 4. Potential Offerors must have or be capable of developing a Quality Assurance Program (QAP) that meets the requirements of both DOE Order 414.1D and Code of Federal Regulations 10CFR830.122. 5. Potential Offerors must have performed similar type work and be able to demonstrate and provide verification and/or documentation substantiating this experience by listing the projects for each year. 6. Potential Offerors must be able to propose and staff with project with Key Personnel who meet the following criteria. Key Personnel resumes are not required for the Pre-Qualification process.
