- Prospective TRD for follow-on requirements to multiple award current contract, PCCIE hardware. PCCI/MAC Technical Requirements FA8217-14-R-PCCIE Informational Synopsis The Power Conditioning Continuation Interfacing Equipment ( PCCIE) program office is responsible for providing power quality solutions to USAF Sensitive Electronics Equipment/ Systems world-wide. Power conditioning and Un-interruptible Power Supply (UPS) systems and battery backup equipment/hardware protects critical power driven equipment from damage and mission loss caused by electrical anomalies and outages. The equipment utilized and supported by this program office has been determined to be and is considered commercial. Current Multiple Award contracts FA8217-10-D-0001 and 0002 provide the current vehicle for delivery of hardware end items and installation. The Air Force anticipates exercising the last available option for 2 more years of support on these contracts. This synopsis and request for information is part of ongoing market research that will contribute to business decisions leading to a subsequent Source Selection process that will follow-on to and replace these current support contracts. Attached is the Technical Requirements Document (TRD) currently utilized in our support contracts. Some of the information and specifications in this document may need to be updated Vis-'a-vis current industry standards and available technologies and comments are welcome. The Air Force seeks Power Conditioning/UPS industry input for updates and useful information concerning UPS equipment, with newer technologies and sizes for three-phase equipment greater than 3 - kVA being of particular interest. We know there are newer technologies and bigger kVA size equipment in the market and in use since the Mar 2009 date of this document. The team has identified a concern about acquiring Asia-sourced battery hardware that during subsequent maintenance, cannot be replaced without replacing an entire system. Standards in IEEE 1188 state "...Replacement cell/units, if used, should have electrical characteristics compatible with existing cell/units and should be tested before installation." Information from this market research may be used to finalize determinations relative to the Buy American Act and other considerations. The Air Force seeks input from interested and knowledgeable sources. Publication of this informational synopsis should not be construed to indicate that the Air Force has made any business decisions as to qualified sourcing, specifications, requirements or other terms and conditions for an eventual contract. This is not a solicitation for proposals or offers and the Air force does not otherwise intend to pay for any information that is generated. Any information submitted that is considered commercially sensitive or proprietary should be marked as such and will be treated with discretion (not disseminated outside the Government) under 48 CFR 27.402 Policy, with the same protections outlined in FAR 14.404 (see also FAR 2.101 and 3.104). Those who respond to this synopsis are requested to identify the respective firms they represent and indicate to us their cage code and size status for purposes of distinguishing between large and small businesses.
