- ETSS II SOO Draft ETSS II Capability Statement Questions and Responses AMENDMENT TO CAPABILITY STATEMENT REQUEST This amendment to the capability statement request provides answers and clarifications to questions submitted by interested parties. This amendment also extends the due date of the capability statement submission from no later than 4:30PM EST January 27th 2014 to no later than 12:00PM (noon) EST January 31st 2014. All other instructions remain unchanged. _______________________________________________________________________ The purpose of this notice is to conduct market research for the purpose of identifying potential offerors for the U.S. Department of Education (ED), EDFacts Technology and Support Services II (ETSS II) procurement. ED's requirements for this procurement are described in the draft ETSS II Statement of Objectives (SOO). The anticipated award will be a fixed-price, performance-based incentive contract of up to five years, including option periods. ED will award the contract from eligible vendors on the GSA Schedule 70, Special Item Number 132-51 for Information Technology services. ED will also conduct the procurement using an advisory multi-step process. An explanation of the process, instructions for offeror submissions and evaluation criteria are contained in the "ETSS II Instructions." ED recommends to review the draft SOO, provide comments to the draft SOO where necessary, and submit capability statements in accordance with the "ETSS II Instructions" in an electronic format. Electronic documents must be in a format readable by Microsoft Office applications (e.g., MS-Word or Excel) or in PDF format. Please include a brief cover letter with contact information (phone, fax and e-mail). Submissions in response to this invitation must be complete and consistent with the "ETSS II Instructions." Submissions that fail to furnish required information as specified in the "ETSS II Instructions" may be considered "not acceptable" and therefore, ineligible for further consideration and participation in the competition. In addition, information provided on pages that exceed the page limitations as specified in the "ETSS II Instructions" will not be considered. The Government reserves the right to make selections for participation in the competition without discussions to submitting companies. Submissions must be received at Jeffrey.Browne@ed.gov and cc Michele.Moore@ed.gov no later than 4:30 p.m. Eastern Standard Time on or before January 27, 2014. Submissions received later than the date and time indicated will NOT be considered for further consideration. The Government will give no consideration to submissions which are late due to delays caused by internet or intranet delivery problems. All questions should be sent to Jeffrey.Browne@ed.gov and cc Michele.Moore@ed.gov on or before January 13, 2014 close of business Eastern Standard Time. This is a request for a capability statement prior to the release of the ETSS II solicitation. A Request for Proposals (RFP) will be sent to those vendors determined to be best qualified for the competition. ED plans to make an award for this procurement on or before June 30, 2014 with work commencing on September 30, 2014.
