- Description
- USTRANSCOM TCAQ-R anticipates issuing an RFP on or about 13 Feb 2014 for Air Terminal and Ground Handling Services (ATGHS) for Air Mobility Command at El Alto International Airport (IAP), LaPaz, Bolivia; Simon Bolivar IAP, Caracas, Venezuela; Philip S.W. Goldson IAP, Belize City, Belize; Tocumen IAP, Panama City, Panama; Norman Manley IAP, Kingston, Jamaica; and El Dorado IAP, Bogota, Colombia. The contractor shall act as an Air Mobility Command (AMC) liaison and provide all technical support, personnel, supervision, equipment, tools, materials and other items and services as required to perform ATGHS. This solicitation will be full and open competition. Period of performance is: Base period 1 - 30 September 2014 (familiarization training), with four one-year options (1 Oct 14 - 30 Sep 18), and one nine-month option (1 Oct 18 - 30 Jun 19) taking the total performance to four years and ten months. Past Performance Price Trade-off Source Selection Procedures will be used to evaluate offers. Evaluation criteria will include past performance, technical (pass/fail), and price. For offerors passing the technical factor, past performance history will be evaluated on a basis approximately equal to price considerations. A pre-proposal conference is scheduled for 25 February 2014 at Scott AFB, IL. Additional information will be provided as it becomes available. All responsible sources may submit an offer which shall be considered by the agency.
