- SOURCES SOUGHT/ REQUEST FOR INFORMATION THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought and Request for Information (RFI) is being issued to conduct additional market research for the Air Force to identify capable potential sources within specified NAICIS Codes, potential small business subcontracting opportunities and to notify industry of the Governments intent to award a Sole Source Contract to the Boeing Company. This Market Research is for planning purposes only, and shall not be considered a Request for Proposal (RFP) or Invitation to Bid (IFB); an obligation from the U.S. Government to acquire any products or services; or an authorization to incur any cost in anticipation of such authorization. The government will not reimburse respondents for information solicited. General Information Document Type: Sources Sought/Request for Information Program: B-1 Integrated Battle Station (IBS) Production Lots 5, 6, & 7 Solicitation Number: FA810714R0002 Posted Date: 22 January 2014 Current Response Date: 18 February 2014 NLT 3:00pm CST Contracting Office Address Department of the Air Force, AFMC AFLCMC/WWKKB, Tinker AFB, 3001 Staff Drive, Tinker AFB, OK 73145, UNITED STATES Description Request For Information/Sources Sought The purpose of this Sources Sought/RFI is to (1) conduct additional market research to determine any and all opportunities, inclusive of Small Business and Small Business subcontacting, that may feasible for the B-1 Integrated Battle Station (IBS) production effort and (2) to notify industry that Air Forces is contemplating an award for the IBS Production Lots 5,6,& 7. The effort is in support of the B-1 Weapons System. The B-1 IBS production effort integrates three B-1 modernization programs: (1) Central Integrated Test System (CITS) Upgrade; (2) Fully Integrated Data Link (FIDL); and (3) Vertical Situational Display Upgrade (VSDU). The current IBS production effort for Lots 1 thru 4 is under a Sole Source Contract to Boeing, F3365701D2050 delivery order 65. Historically this effort has been awarded to the incumbent due to the necessary integration knowledge, manufacturing, software knowledge and expertise to perform and manage multiple major sub system developments, hardware/software programs and related integration activities without unacceptable delay to program schedules and unnecessary duplication of sunk development costs. This upcoming effort will entail a non-commercial solution for integration, delivery, material support and onsite warehousing of over 1900 components needed for concurrent organic installation and integration of CISTS, FIDL, and VSDU modifications. In addition, contractor shall be required to accomplish modifications, delivery, and install on Government Furnished Equipment (GFE) as well as design and deliver support equipment to support repair of the major installed LRUs/SRUs. Due to the complexity of the integration, a complete and detailed knowledge of unique characteristics of the B-1 weapon system is required to successfully fulfill this requirement. The proposed North American Industry Classification Systems (NAICS) Codes are as follows: • 336411 Aircraft Manufacturing with a size standard of 1500 CONTRACT TYPE, PERIOD OF PERFORMANCE AND SMALL BUSINESS SUBCONTRACTING The contemplated contract type for this effort is a three year basic contract with options. The contemplated pricing arrangement will be Firm Fixed Price. Any large business contractor will be required to meet all small business participation requirements included in the contract, and fulfill all the requirements of the subcontracting plan included in the contract. The following questions are in reference to obtaining market research for that purpose. 1. Does your company see any small business teaming arrangements (i.e., joint ventures, partnerships, etc.) and/or subcontracting opportunities for this effort? (This applies to both small and large businesses.) a. If so, what specific areas do you believe are suitable for small business as it relates to subcontracting or as part of any possible teaming arrangements? b. If not, why do you believe there are no/limited small business subcontracting or teaming opportunities? The Government intends to use this information as one of the determining factors for the best acquisition strategy for this procurement.
