- Notice of Intent The United States Environmental Protection Agency (EPA) currently has a contract to provide Veterinary services for the National Health and Environmental Effects Laboratory (NHEERL) Animal Resource program located in Research Triangle Park, NC. The contract number is EP-D-08-097 and the contractor is Experimental Pathology Laboratories, Inc. The current contract is in its last option period which expired on October 1, 2013 was extended until December 1, 2013 and then extended until February 1, 2014. The EPA issued a solicitation, SOL-NC-13-00016 on July 18, 2013 for a contract to provide Veterinary services for the National Health and Environmental Effects Laboratory (NHEERL) Animal Resource program located in Research Triangle Park, NC as a follow on to the current expiring contract. Due to delays in the acquisition process, EPA must extend the period performance of the current contract for two additional months to April 1, 2014 until the new contract is awarded. The EPA i ntends to negotiate with Experimental Pathology Laboratories, Inc, the incumbent contractor, on a sole source basis for Veterinary services to be performed at Research Triangle Park for two additional months. This notice of intent is not a request for competitive proposals, however all responses received within 6 days of this notice will be considered by the Government. Interested parties who believe that they are qualified to perform these services for the stated two month period must submit documentation to be evaluated that details the following: 1. Classified as a small business under the solicitation?s NAICS code; 2. Past performance in providing Veterinary services of similar scope, size, and complexity; 3. Transition plan that discusses the assumption of functions currently being performed by February 1, 2014 for two months and transfer of functions to the awarded contractor in a manner that causes minimal disruption; 5. Cost effective measures that will be taken to provide a firm fixed price schedule that minimizes Government costs; and 6. Ensures continuity of the required services with no disruption. The applicable NAICS code is 541940. The determination to proceed on a sole source basis is solely within the discretion of the Government.
